The ministry whose Diaspora Affairs Department runs the Returning Residents Programme, established as a Charter in 1993 and given a Department in 1998. It publishes the programme description and the returning residents frequently asked questions.

It must not be cited for the procedure, which it gives as an interview at a Customs office while Jamaica Customs' own revised policy says applications are made online and attendance is no longer required; nor for the qualifying period, which it gives as more than three consecutive years where the Schedule and Jamaica Customs say not less than three. It is the better source for one thing and the only one that states it: that no duty concession on a motor vehicle is granted to returning residents.
