It must not be cited for what the law says, and on this country the gap is unusually wide. Its visa page states there are two visa categories where the law establishes three, and its own extension page on the same site still sets out all three. It adds the words in exceptional cases to a concession the regulation grants unconditionally. It asks for documents that appear in no instrument. Its reduced-fee line breaks off mid-sentence citing numerals that do not exist. Cite it for what the counter charges and asks, never for the rule, and never as evidence that a category has been abolished.
