The ministry responsible for CARICOM affairs, and the ministry whose Minister issues the Certificate of Recognition of Caribbean Community Skills Qualification under section 6 of the Immigration (Caribbean Community Skilled Nationals) Act. It hosts the CSME Unit and publishes the regional free movement handbook and the skills certificate application form covering the twelve categories.

The body that applies the rule and decides applications. It publishes what it requires, which is authoritative about its own practice but is not the text of the law.

Nothing it publishes is an instrument. Its free movement handbook is the CARICOM Secretariat's account of the regional arrangement and in two places states something Trinidad and Tobago's own statute does not: that the definite entry stamp reads FREE MOVEMENT DEFINITE ENTRY where Schedule IV prescribes SIX MONTHS ENTRY, and that after verification indefinite stay shall be granted where section 3(6) gives the Chief Immigration Officer a period of his own choosing. It must not be cited for what Trinidad and Tobago law provides, only for what the Ministry says the regional arrangement is. Its document addresses are numeric and unstable: the visa requirements table it used to serve at /documents/232/ now returns 404.
