It must not be cited for any visa consequence. The treaty is an agreement between two states; the E visa classification is United States domestic law and the eligibility of a country is recorded on the consular treaty-country list, not here. Nor for Grenadian law: nothing gives this treaty force of law in Grenada. The published document is a scan, one greyscale image per page from page four, and the text layer is the Department's own recognition of it, so every quotation taken from it has to be declared as taken from a recognition.
