Marriage to a Belizean is the fastest route to a Belize passport that exists, and it skips permanent residence entirely: the Belizean Nationality Act lets the spouse, widow or widower of a citizen apply for registration as a citizen after one year resident in Belize. The Immigration Department describes the same rule as one year of marriage, which is not what the Act says - the Act counts residence in Belize, not time married. The Act also carries an unusual repair clause: if you marry a Belizean, you are deemed to have been legally resident from the date of the marriage even if you entered the country illegally. Day to day, a spouse already in Belize is covered by a dependent's permit under the Immigration Act.

In detail
A year of residence, not a year of marriage
The Immigration Department tells readers they qualify once they have been married to a Belizean for a minimum of one year. Section 11(3)(b) says something different: the applicant must have been resident in Belize throughout the year immediately preceding the application. A couple married for five years who moved to Belize last month do not qualify on the statute; a couple married last month who have both lived in Belize for the past year do. Read the section, not the summary, and expect the counter to go by the summary.
Marriage skips permanent residence
The ordinary path to a Belize passport is permanent residence under section 21A, then five years of continuous residence, then registration under section 10. Section 11 is a separate door in the same Part: one year resident in Belize as the spouse of a citizen, and you apply for registration directly. That is a six-year saving, and it is the single largest difference any status makes to the timeline in Belize.
The clause that forgives an illegal entry
Sub-section (4) deems an applicant who marries a Belizean citizen to have been legally resident from the date of the marriage, notwithstanding that he might have entered Belize illegally. Very few nationality statutes in the region say this out loud. It means the year of residence that section 11 requires can be a year that began with an unlawful entry, provided the marriage came first - and it is the reason the marriage route reaches people the ordinary residence route cannot.
Country-level policy
Every Chapter of the Substantive Laws of Belize that you can download today is the Revised Edition 2020, and each one says on its face that it shows the law as at 31 December 2020. Amendments made since are published separately, as numbered Acts and statutory instruments, and they are not worked into the Chapter. The consequence is practical and it bites hardest on the two subjects people read about most: the Chapter on the retirement programme still prints an age of forty-five that an Act of 2023 reduced to forty, and the Chapter on CARICOM skilled persons still lists thirteen qualifying states when an Act of 2026 removed three of them. Reading the Chapter and stopping there produces a confidently wrong answer. The Chapter plus every amending Act since 2021 is the law.

«A dependent’s permit may be issued by the Director
upon application by a resident of Belize in respect of any person as to whom the Director is satisfied that–»The three conditions are that the person is a dependent of the resident, that the resident can provide and continue to provide adequate accommodation, and that the resident has an assured income in his own free disposition sufficient to maintain the dependent. Practical notes
Section 11 as published names the spouse, widow or widower of a citizen of Belize by descent or registration. It does not name a citizen by birth. The Immigration Department's page says the Belizean spouse may have been born in Belize or have acquired citizenship before the marriage. We state what each says; we have not found an amending Act reconciling them.
A spouse already living in Belize is covered by a dependent's permit under section 15 of the Immigration Act, which the Belizean resident applies for, and which costs BZ$200 a year for nationals of countries other than the People's Republic of China.
The Immigration Department's permanent residence checklist says only a legally married spouse can be included on the same application, and that common-law partners must apply separately. The Caribbean Community (Free Movement and Contingent Rights) Act 2026 recognises a common law union of at least five years for the nationals it covers, which is a different rule for a different group.
