A student's permit is one of the eight temporary permits in the Immigration Act, and the test in the Act is short: the Director must be satisfied that you have been accepted by a training establishment in Belize and that suitable arrangements have been made for your accommodation. Everything else is in the Department's procedure - a letter from the institution, a letter of financial support carrying a BZ$1.50 stamp and signed by a Justice of the Peace, a police-free dossier of birth certificate, passport and photographs, and for a tertiary student from outside the region a one-year return ticket. Primary and secondary permits run a school year; tertiary permits run a semester. The fee the Department publishes for most nationalities is twice what the fee schedule prescribes.

In detail

The Act asks two questions, the Department asks nine

Section 17 of the Immigration Act is two sentences long: acceptance by a training establishment, and accommodation. The Immigration Department's checklist runs to nine documents, including some that look odd beside the statutory test - a job letter from an employer, a recent bank statement, and a letter of financial support that has to be signed by a Justice of the Peace and carry a BZ$1.50 postage stamp physically affixed to it. The stamp requirement is the sort of thing no guide mentions and every applicant discovers at the counter.

A permit that has to be renewed every term

A primary or secondary permit covers a school year; a tertiary permit covers one semester. For a degree that is six or eight renewals, each with the Department's fee. Nothing in the Act requires this - section 17(2) lets the Director state whatever period he likes - so the semester cycle is an administrative choice rather than a statutory one, and a reader budgeting for a three-year degree should budget for the renewals rather than the enrolment.

Every Chapter of the Substantive Laws of Belize that you can download today is the Revised Edition 2020, and each one says on its face that it shows the law as at 31 December 2020. Amendments made since are published separately, as numbered Acts and statutory instruments, and they are not worked into the Chapter. The consequence is practical and it bites hardest on the two subjects people read about most: the Chapter on the retirement programme still prints an age of forty-five that an Act of 2023 reduced to forty, and the Chapter on CARICOM skilled persons still lists thirteen qualifying states when an Act of 2026 removed three of them. Reading the Chapter and stopping there produces a confidently wrong answer. The Chapter plus every amending Act since 2021 is the law.

Belize prices immigration by where you are from

The fee schedule under the Immigration Act is organised around nationality in a way nothing else in the region is. Permanent residence costs BZ$1,000 for a CARICOM citizen, BZ$1,500 for a Central American, Mexican or Dominican one, BZ$3,000 for a Commonwealth citizen, BZ$4,000 for an American, Cuban, Chinese or South American one, and BZ$6,000 for a European. Temporary residence is one fifth of whatever your band is, and a minor pays half. Entry permits work the same way: a visa for a Chinese national costs BZ$3,000 single entry against BZ$200 for most other passports. Work permits are the exception that proves the rule - they are priced by occupation and nationality is irrelevant.

Practical notes

The Department's published fee of BZ$200.00 for "all other nationals" is twice the BZ$100.00 the Schedule sets for a student's permit at primary, secondary or tertiary level. BZ$200.00 is what the same Schedule charges for a single-entry visitor's entry permit, so the two may have been merged in the Department's table; we state both figures rather than guess.

Belize has no separate post-study work route that we found in the Immigration Act, its subsidiary legislation, or the Immigration Department's permits pages. A graduate wanting to stay would move to a Temporary Employment Permit on the ordinary terms.

A student's permit does not of itself permit employment. The Act's eight permit kinds are separate, and employment requires the temporary employment permit.

The year spent on a student's permit is legal residence on a temporary permit, which is what section 21A of the Belizean Nationality Act asks for before an application for permanent residence - unlike the Qualified Retired Persons programme, which is deemed non-residence.
