A Guatemalan Has to Stand Behind You
A recurring condition in Guatemalan immigration practice has no equivalent in the other eleven countries covered here: for several of the routes a foreigner actually uses, a Guatemalan individual or a Guatemalan company has to register as a guarantor and take responsibility. It is needed for a consulted tourist visa, for employment-based temporary residence, for athletes, artists, researchers and academics, for permanent residence after five years as a temporary resident, and even for a foreigner's driving permit. The guarantor registers with the migration institute's Subdirección de Extranjería before the application is made, and has to prove income. Guatemala's own regulation says the detail lives in a separate rulebook on the ordinary-status register, which we have not read.

What the guarantor is actually on the hook for
The migration regulations do not spell out the guarantor's liability; they require the person to register, to prove income, and to produce a current certificate each time. The traffic department is more explicit, and its wording is the clearest statement of the idea anywhere we read: the guarantor swears to take responsibility for the foreigner's stay in the country and for any damage caused while driving. It is also the only place that bars one person from guaranteeing two foreigners at once.
Where it does not apply
A guarantor is not required of an investor, of a student, of a minister of religion, of a rentista or pensionado, of a spouse or relative of a Guatemalan applying for permanent residence, or of a Central American applying for permanent residence after a year. It is required of an employee with a Guatemalan employer, of an athlete or artist, of a researcher or academic, of a national of a consulted-visa country applying for a tourist visa, and of anyone applying for permanent residence on the strength of five years as a temporary resident - except ministers of religion, who are let off.

For a Guatemalan or a Guatemalan legal person to act as guarantor of a foreigner wishing to acquire one of the ordinary statuses established in the Migration Code, they must first register with the Subdirección de Extranjería of the Guatemalan Migration Institute.

The guarantor must prove convincingly that they have sufficient means to cover the cost of any damage the foreigner causes, and must attach the last three bank statements signed and stamped by the branch manager, each showing a month-end balance of at least five thousand quetzales (Q. 5,000.00).
The traffic department requires the guarantor to be a Guatemalan by origin and to swear that they are not guarantor for any other foreigner. The migration institute's guarantor rules impose no such exclusivity in anything we read.

Practical notes
The requirement is a practical barrier rather than a monetary one: the fees are small, but a newcomer with no Guatemalan employer and no Guatemalan family has nobody to ask.
The 2025 residency regulation moved the guarantor rules out of itself and into the register regulation (Acuerdo IGM-017-2025, approved by AMN-06-2025), which we did not read. Anything stating a specific income threshold for a guarantor is quoting a document we have not seen.
