Honduras belongs to the CA-4, the single Central American visa shared with Guatemala, El Salvador and Nicaragua. Read at the instrument rather than from the traveller folklore around it, CA-4 is a visa and mobility arrangement for people who are not nationals of those four states. It harmonises who needs a visa, lets a visitor's ninety days run across all four territories from the first outer border, and lets a resident of one of the four travel in the others on their passport and residence card. It does not grant residence, it does not grant work, and it says in terms that a resident of one state party may not do paid or commercial work in another. For nationals of the four countries the benefit Honduran law actually states is different and narrower: a shorter road to naturalisation, cheaper settled residence, and no land entry fee.

In detail
What CA-4 actually is
The CA-4 is built on the Convenio de Creación de la Visa Única Centroamericana, signed by the four presidents on 30 June 2005 and in force from 31 August 2005, and it is operated through a regional procedures manual that the four migration directorates maintain. The manual's own statement of objectives is the clearest thing in it: to regulate the issue of the single visa for temporary entry, to regulate the stay and mobility of non-nationals in the member states, and to set out the reach of the convention. Everything that follows is about visas, stamps, categories and border practice. There is no residence chapter, no work chapter and no acquisition-of-status chapter, because that is not what the instrument does.
What it gives, precisely
Three things. First, a common visa classification: one annexed table of a hundred and ninety countries sorted into exempt, consular visa and consulted visa, with each state's own reservations written into the observations column, so a visa issued by one member is recognised by the others. Second, a single clock: the permission granted at the first outer border you cross governs the whole region, inner borders stamp entry without writing days, and the permission dies only when you leave the region through an outer border. Third, mobility for residents: a foreigner with valid residence in any member state may travel in the others on passport and residence card. There is also a set of favourable-treatment rules - a valid United States, Canadian or Schengen visa moves you up a category, as does residence in an exempt country, being born in a CA-4 country, or being the child of a CA-4 national.
What it explicitly does not give
It does not give residence. Nothing in the manual creates, recognises or obliges any member to grant a migration status, and extensions are referred back to national law - which in Honduras means ninety days and one thirty-day grant, and nothing more. It does not give work: foreigners entering any state party may not carry out commercial activities or remunerated work unless a national authority has authorised it, and a resident of one state party may not work in another at all. It does not give free movement to everyone: a consulted-visa nationality may enter only through the state that authorised the visa and may not move on without a separate visa for the next country. And it does not give a right to be admitted - each state keeps the right to refuse any foreigner under its own law, with the sending state party obliged to take them back.
What the four nationalities themselves get
The manual is about people who are not Guatemalan, Salvadoran, Honduran or Nicaraguan, so it is the wrong place to look for what a Guatemalan gets in Honduras. Honduran law answers that separately and in three places. The Constitution lets a Central American by birth naturalise after one year of residence, against two for Spaniards and Ibero-Americans and three for everyone else. The migration regulation's fee schedule charges a settled Central American USD 300 for residence where an Ibero-American pays USD 400 and anyone else USD 500, and charges naturalisation at USD 200, USD 300 and USD 400 on the same tiers. And the land entry fee of USD 3 is levied on non-Central American foreigners, which is a small sum and a clear statement.
Country-level policy
Every procedure in the Honduran migration law and its regulation is addressed to the Dirección General de Migración y Extranjería, under the Secretaría de Gobernación y Justicia. Neither name is current: migration control is now exercised through the Instituto Nacional de Migración under the Secretaría de Gobernación, Justicia y Descentralización, as a 2025 ministerial instrument recites. That would be a cosmetic problem if the new institute published requirement sheets. It does not. Its site was relaunched on 30 September 2026 and its alien affairs page lists the kinds of procedure it handles without stating a single requirement for any of them. The 2003 law and its 2004 regulation are therefore the only public statement of what Honduras asks.
The currency of Honduras is the lempira, and almost nothing in its migration law is stated in lempiras. The income thresholds are in United States dollars, the investment threshold is in dollars, the guarantee deposit is in dollars, and the whole fee schedule of the regulation - residences, naturalisations, permits, passports, extensions, the land entry fee - is in dollars with a single lempira line at the end for certificates. The law allows payment in the equivalent in national currency, so the dollar is the unit of account rather than the means of payment. The practical effect is that these figures do not quietly erode with the exchange rate, which is why thresholds set in 2003 are still the thresholds today.
Whatever route you take, the same file is assembled. Thirteen general requirements apply to every residence application and eleven to every special permanence permit, and the heaviest of them are the criminal-record certificate from your country of origin and of last residence, a Honduran criminal investigation certificate, and a medical certificate no more than six months old. Everything from abroad must be legalised and anything in another language officially translated. After the decision you have thirty days to register in the National Registry of Foreigners, and the ministry will not release the certified decision until you have. The card runs for up to five years, nobody may hold two statuses at once, and the status dies after twelve consecutive months out of the country - six, if what you hold is a permit rather than a residence.

Practical notes
The Constitution does not say which countries count as Central American for the one-year naturalisation rule, and neither does the migration law or its regulation. We have not found an instrument that defines it, so we do not publish a membership list for that benefit.
The CA-4 country table we read is Annex I of the unified manual. The copy in circulation is a Guatemalan one and carries a second table at the back, which is Guatemala's own list of where Guatemalans need visas abroad. The two are not the same document and should not be read as one.
The manual carries no date of last revision on its annex and says the list may be modified by consensus. Its latest internal date is a footnote recording approval on 30 November 2007, so individual rows may have moved since.
Honduras is also inside a customs union with Guatemala and El Salvador, which the tax authority's own registration sheet refers to when it describes tax numbers issued at integrated border posts. That is a goods arrangement, not a migration one, and we have not read its instruments.
