Retirement is one of the five categories under which the Agency will take a permanent residence application, and that is the whole of it. There is no retirement Act, no incentives programme, no pension threshold and no duty concession attached to retiring - Jamaica built none of the things Belize, Panama and Antigua built. The Agency's requirements are the general permanent residence list: evidence of means, a medical certificate, police certificates, two Jamaican referees and an interview. What does exist, and is often confused with a retirement programme, is the Returning Residents regime - but that is for Jamaican nationals coming home, not for foreign retirees, and Jamaica Customs says so in terms.

Section 17 of the Aliens Act, quoted here, is the whole of the power a long stay rests on, and it states no condition of any kind: the Minister may exempt a person from the Act unconditionally or on conditions he imposes. There is nothing in the Act for a figure to sit in.

The concessions people associate with retiring to Jamaica are in the Returning Residents Policy under item 6A of the Second Schedule to the Customs Act, quoted on the belongings record, and that item is written for a Jamaican national. Practical notes

Jamaica Customs states that expatriates are not Returning Residents and should not be processed as such. A foreign retiree therefore gets the ordinary passenger allowance on arrival, not the returning-resident exemption.

Every document is a scan of the printed page with a text layer the publisher produced by recognition. It carries the Constitution, the Immigration Restriction (Commonwealth Citizens) Act, the Aliens Act, the Jamaican Nationality Act, the Foreign Nationals and Commonwealth Citizens (Employment) Act, both Caribbean Community Acts, the Income Tax Act, the Customs Act and the Road Traffic Act.

    Cannot be cited for: It must not be cited for what a whole Act looks like today without reading the foot of the page: the Revised Laws are loose-leaf and each page is current only to the Legal Notice that authorised its inclusion, so one Act can hold pages from 1973 and 2012 at once. It publishes almost no commencement instruments, and the Law Revision Act expressly lets the Commissioners omit commencement provisions from the text, so a Chapter will often not say when it started. Its catalogue dates - operational date, last amendment - are not cut-offs and contradict the pages: the Free Movement of Skilled Persons Act is catalogued as last amended in 2004 and its pages were authorised in 2016.
