No Investor Route, and Property Is Not the Way In Either

Answer

The general rule applies to you

No exception is recorded for citizens of Latvia on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.

195 exceptions recorded across 74 countries · none match Latvia to Liechtenstein · Residency through investment

Neither of Liechtenstein’s two residence statutes has an investment category. The free-movement act lists five kinds of permit and grants them for employment, self-employment, study, tourism, family or residence without work; the aliens act admits a third-country national for employment, education, family reunification, cross-border work or because they are of special interest to the country, and nothing in either turns on a sum of money brought in. The nearest thing is the special-interest permit, and the ordinance defines special interest as significant cultural, scientific or economic standing rather than as capital. Buying property is not an alternative route: every acquisition of land needs approval, approval needs a legitimate interest, and the clearest legitimate interest - covering an existing domestic housing need - requires the buyer to be domiciled in the country, which for the purposes of that Act a foreign national is not until their authorised residence has lasted ten uninterrupted years.

At a glance

Investment-based residence route
None in the Personenfreizügigkeitsgesetz or the Ausländergesetz

We read the permit types in PFZG article 9 and the grounds in PFZG articles 14 to 28, and the grounds in AuG articles 13 to 22. None is an investment category, and no provision in either Act sets an amount of capital.

The nearest thing
The special-interest permit of AuG article 20, defined by standing rather than by money

ZAV article 14: significant cultural, scientific or economic standing. The means still have to be guaranteed by a bank established in Liechtenstein under AuG article 20(1)(d).

Buying land
Needs approval from the Grundverkehrsbehörde in every case

GVG article 5(1): approval is granted on application where a legitimate interest is present, or one of the listed family, exchange, inheritance or forced-sale situations applies.

When a foreign national counts as domiciled for the land act
Only after an authorised stay of at least ten uninterrupted years

GVG article 1(1)(d), final sentence. Domicile matters because the main legitimate interest in article 6(1)(a) requires it.

EEA nationals and land
Persons entitled under the EEA Agreement to acquire land may acquire on the same conditions as Liechtenstein nationals

GVG article 1(2), with the transitional dates in article 36: 1 January 1999 generally and 1 January 1997 for direct investments.

Requirements

  • There is no investment-based residence route to meet requirements for
  • The nearest category, the special-interest permit, requires significant cultural, scientific or economic standing, a suitable dwelling, insurance, no convictions, and a guarantee from a bank established in Liechtenstein that the means exist

What applies to you

Nothing changes for a citizen of Latvia

We have no rule recorded that treats your citizenship differently here, so the general rule above is the one that applies to you. That is an answer, not a gap.

What the law says

A short-stay or residence permit for taking up residence without gainful activity may be granted to foreign nationals of significant cultural, scientific or economic standing.

The definition of "special interest" in AuG article 20. It names standing in three fields and no amount.

A person’s domicile is at the place where they actually stay predominantly with the intention of remaining permanently. A stay by a foreign national which has not lasted at least ten uninterrupted years with official authorisation does not count as domicile within the meaning of this Act.

Practical notes

This is a recorded absence, not a gap. It is based on the permit list in PFZG article 9, the grounds for each permit in PFZG articles 14 to 28, the grounds in AuG articles 13 to 22 and the ZAV definition of special interest - all read in full.

How the Grundverkehrsbehörde applies article 1(2) to an EEA national resident in Liechtenstein, against the ten-year domicile definition in article 1(1)(d), is not something we read a decision on. The two provisions are quoted here so a reader can see the question.
