A student gets temporary residence as a student, renewable each year until the course ends. The money test is the lowest of any residence route - 220 days of the UMA a month, or 2,290 days in savings, and it can be met by a parent, a guardian, a scholarship letter or a bank's financing certificate. One rule catches people out: this status cannot be reached from inside Mexico. Someone who arrives as a visitor and then enrols has to leave and apply at a consulate, because the guidelines say in terms that the change cannot be made in national territory.

Requirements

  • An acceptance letter from an institution belonging to the national education system, naming the level, grade and field of study, the course, its start and end dates, the tuition cost, and the institution's identifying details
  • Either net monthly income from employment, a pension or a scholarship above 220 days of the UMA over the last three months, or an average monthly balance of 2,290 days of the UMA over the same period
  • The money may be shown by the applicant, a parent, or whoever holds parental authority or guardianship, provided they are not over twenty-five, or by a scholarship letter or a bank financing certificate
  • A passport valid under international law and in force, and a consular interview
  • An application to the Institute for the residence card within 30 calendar days of arriving
  • A separate application to the Institute for permission to work, which only covers work related to the field of study

In detail

The one status you cannot switch into

The guidelines are explicit that a person whose sole purpose is to study must hold the student visa, and that the status cannot be obtained by changing status inside Mexico. That makes the student route different from almost everything else in the Mexican system, where a change of status is at least theoretically available. Enrolling first and sorting the paperwork later does not work here.

Renewal is open-ended, unlike ordinary temporary residence

The ordinary temporary resident card stops at four years in total. The student card is issued for 365 days and renewed as many times as the studies take - a doctorate does not hit a ceiling. The other direction is open too: a student may change to ordinary temporary residence at any time.

Where the money can come from

The test can be satisfied by the student, by their parents, or by whoever holds parental authority or guardianship, provided those people are not over twenty-five - a drafting quirk worth reading twice, since it appears to limit who may vouch rather than who may be vouched for. A scholarship letter from the institution or a financing certificate from a bank also works, and a Mexican government scholarship removes the test altogether.

Every Money Threshold Is Set in the UMA, and the UMA Moves Every February

No Mexican immigration threshold is written in pesos. They are all multiples of the Unidad de Medida y Actualización, a unit the statistics institute recalculates each January by the previous year's inflation and publishes in the official gazette, in force from 1 February. The unit exists because a 2016 constitutional reform forbade using the minimum wage as a unit of account and converted every such reference into the UMA - which is why the 2014 visa guidelines, written in days of minimum wage, were replaced in 2025 by guidelines written in days of UMA at about 2.3 times the multiple.

The Visa Rules Were Replaced in 2025 and Amended in 2026

Mexican consular practice runs on a single administrative instrument, the General Guidelines for the issue of visas, issued jointly by the interior and foreign ministries. The version that stood from 2014 to 2025 is the source of almost every figure still in circulation, and it was repealed outright on 9 August 2025. New guidelines took its place, restating every money threshold in UMA, adding an electronic visa, and dropping the photograph and photocopy requirements. An amendment in May 2026 added an unpaid high-specialisation expert route, rewrote what a job offer must say, and told consulates in terms that they may not ask for more than the rules require.

Thirty Days to Turn a Visa Into a Card

A Mexican residence visa is not a residence permit. It gets you to the border once, within 180 days of issue, and the entry form you receive there is valid for thirty calendar days. In those thirty days you must apply to the Institute, at the office covering your address in Mexico, for the card that actually evidences your status. Miss it and the visa is spent: what remains is a regularisation procedure with its own fee. The same thirty-day rule is in the migration law, in the procedural guidelines and in the user information of every residence visa procedure.
