Household Goods Come In Free After Twelve Months Abroad and Six Months of Ownership, and the Private Car Counts as a Household Good
Answer
The general rule applies to you
No exception is recorded for citizens of Lithuania on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.
195 exceptions recorded across 74 countries · none match Lithuania to Montenegro · Bringing your belongings
Article 195(1) of the Carinski zakon lists the goods released from import duty and point 11 is the one a person moving to Montenegro needs: household objects imported on moving to Montenegro by natural persons who previously resided in another state continuously for at least 12 months, provided the objects are owned by them and were used for at least six months before the move, with the import to be made within 12 months of the day of the move and that period extendable for special circumstances. The Government decree of 27 February 2025 works it out. Article 36 restates the two conditions - having resided, or having had an evident intention to reside, outside Montenegro for at least 12 months continuously, and importing household objects owned and used in the household for at least six months - and then defines household objects in a way that is wider than the phrase suggests: objects for furnishing and fitting out a dwelling; bicycles and motorcycles, private motor vehicles and their trailers, caravans, pleasure craft and private aeroplanes and the like; household stores answering the ordinary needs of a family, pets and riding animals, and portable instruments for applied art needed for the person's occupation. Excluded are alcohol, tobacco, commercial means of transport and objects used for carrying on a profession other than those portable instruments. Article 37 runs the clock from registration rather than from arrival: the goods may be released for free circulation within 12 months of the day the person registered domicile or residence in Montenegro, late release is allowed on a reasoned and documented request, and goods released before registration qualify if domicile or residence is registered within six months of import, against security the customs authority sets. Article 40 asks for three documents, and a temporary residence permit - the stamp in the passport - is one of the accepted proofs of status.
At a glance
- Time abroad required
- At least 12 months continuously
Article 195(1)(11) of the Carinski zakon (Sluzbeni list CG 86/22) and article 36(1)(1) of the Uredba of 27 February 2025, which adds 'or had an evident intention to reside'.
- How long you must have owned the goods

Article 195(1)(11) of the Carinski zakon and article 36(1)(2) of the Uredba.
- Window to bring them in
- 12 months from the day domicile or residence was registered in Montenegro, extendable on a reasoned request
Article 37(1) and (2) of the Uredba. Article 37(3) also covers goods released up to six months before registration, against security.
- Does a private car count
- Yes - private motor vehicles and their trailers, caravans, pleasure craft and private aeroplanes are household objects
Article 36(2) of the Uredba. Commercial means of transport are excluded by article 36(3).
- Does a temporary residence permit suffice
- Yes - proof of an approved temporary residence, shown by the stamp in the passport, is one of the accepted documents
Article 40(2) of the Uredba, which names it alongside a certificate of registered domicile and the decision approving permanent settlement.
Requirements
- At least 12 months of continuous residence, or an evident intention to reside, outside Montenegro before the move
- Ownership of the household objects and their use in your household for at least six months before the move
- Release for free circulation within 12 months of registering domicile or residence in Montenegro, or within six months before registering it, against security
- A certificate from a Montenegrin diplomatic or consular mission or another appropriate document proving the previous 12 months abroad
- A certificate of registered domicile, or proof of an approved temporary residence shown by the stamp in the passport, or the decision approving permanent settlement
- An inventory and valuation of the goods with proof of having held and used them abroad for at least six months
Country-level policy
Montenegro pays in euros and has done since 2002, but the statute book does not declare it. The Constitution of Montenegro has no currency provision at all. The Zakon o Centralnoj banci Crne Gore of 2010 is drafted the other way round: article 5 gives the Central Bank the exclusive right to issue banknotes and coin 'if Montenegro were to introduce its own currency' - a conditional about a future that has not happened - and lets it issue commemorative notes and coin that are not means of payment. The euro appears in the Act only obliquely, in article 13, which has the Bank keep a revaluation reserve account covering unrealised expenses on currencies that are not the EUR, gold and securities. The one Act that treats the euro as the domestic unit does it by assumption rather than by enactment: article 1 of the Zakon o tekucim i kapitalnim poslovima sa inostranstvom governs payment transactions between residents and non-residents 'in the euro and in a currency which is not the euro', and gives residents the right to hold means of payment in a currency which is not the euro. That is the whole of what we found. For a reader it means the practical answers are simple - thresholds, fees, taxes and bank limits across Montenegrin law are all written in euros with no conversion rule anywhere, because there is nothing to convert from - while the legal answer is that the arrangement rests on practice and on statutes drafted around it rather than on a provision naming a legal tender.
What applies to you
Nothing changes for a citizen of Lithuania
We have no rule recorded that treats your citizenship differently here, so the general rule above is the one that applies to you. That is an answer, not a gap.
What the law says
«11) predmeti domaćinstva koje pri preseljenju u Crnu Goru uvoze fizička lica koja su prethodno u drugoj državi boravila neprekidno najmanje 12 mjeseci, pod uslovom da su u vlasništvu tih lica i da su korišćeni prije preseljenja najmanje šest mjeseci, a uvoz tih predmeta se može obaviti u roku od 12 mjeseci od dana preseljenja, koji se zbog posebnih okolnosti može produžiti;»Our translation - not official

The official gazette of Montenegro, published by the public institution JU Sluzbeni list Crne Gore, which also runs the country's legal information system (PIS). Everything the Montenegrin state enacts appears here and only here as an authentic text: Acts of the Skupstina with the President's promulgating decree printed above them, Government decrees and decisions, ministerial rulebooks, Constitutional Court decisions, and separate series for municipal regulations, international treaties and the predecessor Sluzbeni list Republike Crne Gore up to 2006. Each instrument has a record page at https://www.sluzbenilist.me/propisi/<id> which is server-rendered and carries, in plain text, the date of publication, the gazette issue, the registry number, the issuing body, the date of entry into force and often the date of first application, the EU negotiating chapter it belongs to, and the status Vazeci or Nevazeci - in force or no longer in force. The same page cross-links the instruments this one amends, the instruments that amend it, the constitutional provisions it was made under and the subordinate acts made under it, which is the cheapest way in existence to assemble a Montenegrin amendment chain. The text itself is a PDF at https://www.sluzbenilist.me/propisi/<id>/download, one file per instrument rather than one per issue. Issues are indexed by year at https://www.sluzbenilist.me/registri?type=0&year=<year> with type 0 for Sluzbeni list Crne Gore and type 3 for the pre-2006 Republican series, and each issue page lists every instrument in it with a link. Article 13 of the Constitution puts the Cyrillic and Latin scripts on an equal footing and the gazette uses both: some Acts of 2010 and 2011 and some Government decisions are printed wholly in Cyrillic, and a /cyr/ mirror of the site exists. Amending Acts are published as free-standing instruments in the classic civil-law form - 'in article N, paragraph M is replaced and reads' - and are never consolidated into the parent Act here, so the current text of a provision has to be assembled from the base Act and every amendment that touched it.
Standing: Issues the instrument
Cannot be cited for: It publishes instruments and it does not consolidate them. There is no consolidated text of any Act on this site: the regis.sluzbenilist.me legal information system that would give one is an Angular application that returns a 6 KB shell to any fetcher, and its own feature table reads as a subscription product, so it is not reachable by any tool this project has. Assembling the law in force therefore means reading the base Act plus every amending Act, and the site's own cross-reference list cannot be relied on to be complete - the record for the Zakon o crnogorskom drzavljanstvu lists four of its seven amending Acts, the record for the Zakon o porezu na dohodak fizickih lica lists ten of at least sixteen, and the record for the citizenship-by-investment decision lists none at all because the record is classified 'Neklasifikovan'. The site search is client-side only: the search box on /propisi is an Alpine.js model and a searchTerm query parameter is ignored by the server, which returns a generic list, so an instrument is found through the issue index, through a cross-link on a related record, or through an external search engine. Some record identifiers are UUIDs rather than numbers and those do not answer at /download. Two of its own PDFs are defective and must not be quoted from: the Zakon o bezbjednosti saobracaja na putevima (33/2012) extracts with a broken character map - Cyrillic a, e and o standing inside Latin words, C-circumflex for C-caron, t-cedilla for z-caron - through the body of the Act while the penalty articles come out clean, and downloading the file directly or passing it through the extraction service makes no difference. It must not be cited for anything the state has not enacted: it carries no guidance, no fee a ministry charges in practice, no processing time, no country list maintained outside a decree, and nothing at all about how an authority applies the text it prints. The status field is a useful signal and not a legal conclusion: the citizenship-by-investment decision is still marked Vazeci although its own article 18 stopped applying on 31 December 2022.

Practical notes
The relief is from import duty. Value added tax and excise are governed by their own Acts, which were not read, and the decree says nothing about them.
Article 282 of the Zakon o bezbjednosti saobracaja na putevima separately governs whether an imported vehicle may be registered and used in Montenegro, and sets different conditions from the customs relief, including three years abroad for some categories. We could not quote it: the gazette's own PDF of that Act extracts with a damaged character map.
The decree replaced an earlier one of 2015 made under the previous Customs Act. Only the 2025 decree and the 2022 Carinski zakon were read.

Sluzbeni list Crne Gore
About this source
