No Permit for Living on Your Own Money, But a Digital-Nomad Permit the Act Caps at Two Years Plus Two and Then Makes You Wait Six Months
Answer
The general rule applies to you
No exception is recorded for citizens of Finland on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.
195 exceptions recorded across 74 countries · none match Finland to Montenegro · Residency on passive income
Article 38(1) of the Zakon o strancima is a closed list of the purposes for which temporary residence may be approved, and none of them is income from abroad that is not earned by working. There is no rentier, independent-means or passive-income category. What Montenegro added instead, by the amending Act of 28 July 2022, is a route for people who work remotely: article 6(1)(9) defines a digital nomad as a foreigner employed by, or doing work electronically for, a foreign company or his own company not registered in Montenegro; article 38(1)(12a) makes the stay of a digital nomad a ground of temporary residence; and article 60a sets the permit. It is issued to someone who meets the general conditions in article 43 and produces an employment contract or another document proving the electronic work, and since 17 January 2026 also proof that the company is registered in another state. It runs for up to two years, may be extended by at most two more, and a new one may be issued only once six months have passed since the old one expired. Close family may join for reunification. The Act fixes no income figure of its own: article 60a(5) leaves the closer conditions to the Ministry, and the transitional article 216b required that regulation within 90 days. We could not find it. What does bind is the general subsistence test in the Ministry's rulebook on temporary residence permits, which since 4 February 2025 treats a foreigner as having means of support if he holds at least 20 euros for each day of the stay applied for. Setting up a company in Montenegro or registering as an entrepreneur costs you the status outright.
At a glance
- Residence permit for passive income
- None in the thirteen grounds listed in article 38(1) of the Zakon o strancima
The list runs from family reunification to work and ends with a residual ground for other cases provided by law or an international agreement. The digital-nomad ground, 12a, was added in 2022 and requires work, not income.
- Length of the digital-nomad permit
- Up to two years, extendable by at most two more
Article 60a(2) of the Zakon o strancima, inserted by article 5 of the amending Act of 28 July 2022 and re-enacted unchanged on this point by article 28 of the amending Act of 31 December 2025.
- Gap before a new digital-nomad permit
- Six months from the expiry of the old one
Article 60a(2), same provision. There is no exception to it in the Act.
- Means of support
- At least 20 euros for each day of the stay applied foras of 2025-02-12
Article 9(2) of the Pravilnik o obrascima, blizim uslovima i nacinu izdavanja dozvole za privremeni boravak i dozvole za privremeni boravak i rad, as amended by the rulebook of 4 February 2025 (Sluzbeni list CG 12/25), which replaced 10 euros with 20.
- Income test specific to digital nomads
- None we could find; article 60a(5) leaves it to the Ministry and we did not locate the regulation
Article 216b of the Act required the regulation under article 60a(5) within 90 days of 11 August 2022. It is not among the subordinate acts the gazette lists under the Zakon o strancima, and the general temporary-residence rulebook, amended in February 2025 and again on 8 October 2026, contains no digital-nomad chapter.
Requirements
- Work done electronically for a foreign company, or for your own company that is not registered in Montenegro, evidenced by an employment contract or another document
- Proof that the company is registered in another state, for applications made from 17 January 2026
- The general conditions of article 43: means of support, secured accommodation, health insurance, a travel document valid at least three months beyond the permit, no entry ban, no unconditional prison sentence over six months at home or in Montenegro, no national-security or public-health obstacle
- At least 20 euros for each day of the stay applied for, as the Ministry's rulebook measures means of support
- No company founded in Montenegro and no registration as an entrepreneur, either of which ends the status
Country-level policy
Montenegro attaches a presence rule to every temporary residence permit and it is stricter than almost anything a reader will have met. Article 65(1)(3) of the Zakon o strancima says the permit ceases to be valid if, during the temporary residence, the foreigner stays outside Montenegro for more than 30 days. Article 65(2) softens it on one condition only: a foreigner who is outside Montenegro for up to 90 days for justified reasons does not lose the permit if he notifies the police of the departure and of its reasons beforehand. Beyond 90 days there is no relief at all, except for holders of a permit on the residual ground in article 38 point 13, who are exempt from the rule entirely by article 65(4). This is a continuous-absence rule rather than a quota of presence, so it bites on one long trip and not on many short ones - and it sits oddly beside article 86(3), which allows absences of up to ten months in total, or one of up to six months, across the five years that lead to permanent residence. A person who takes the six-month absence article 86 permits would lose the permit that is accumulating the five years under article 65.
What applies to you
Nothing changes for a citizen of Finland
We have no rule recorded that treats your citizenship differently here, so the general rule above is the one that applies to you. That is an answer, not a gap.
What the law says
Temporary residence may be approved to a foreigner who intends to stay in Montenegro for more than 90 days, for the purpose of: 1) family reunification; 2) schooling; 3) participation in international pupil and student exchange programmes or other youth programmes; 4) specialisation, professional training or practical training of foreigners; 5) scientific research work; 6) medical treatment; 7) humanitarian reasons; 8) using and disposing of a right to immovable property which he owns in Montenegro; 9) performing religious service; 10) performing voluntary work within the European Voluntary Service; 11) the stay of a stateless person; 12) work; and 13) in other cases in accordance with the law and an international agreement.
Point 12a, the stay of a digital nomad, was inserted after point 12 by article 3 of the amending Act of 28 July 2022 and is not in this 2018 text. No ground of residence in the list is means-tested income from abroad.

Everything the Montenegrin state enacts appears here and only here as an authentic text: Acts of the Skupstina with the President's promulgating decree printed above them, Government decrees and decisions, ministerial rulebooks, Constitutional Court decisions, and separate series for municipal regulations, international treaties and the predecessor Sluzbeni list Republike Crne Gore up to 2006. Each instrument has a record page at https://www.sluzbenilist.me/propisi/<id> which is server-rendered and carries, in plain text, the date of publication, the gazette issue, the registry number, the issuing body, the date of entry into force and often the date of first application, the EU negotiating chapter it belongs to, and the status Vazeci or Nevazeci - in force or no longer in force. The same page cross-links the instruments this one amends, the instruments that amend it, the constitutional provisions it was made under and the subordinate acts made under it, which is the cheapest way in existence to assemble a Montenegrin amendment chain. The text itself is a PDF at https://www.sluzbenilist.me/propisi/<id>/download, one file per instrument rather than one per issue. Issues are indexed by year at https://www.sluzbenilist.me/registri?type=0&year=<year> with type 0 for Sluzbeni list Crne Gore and type 3 for the pre-2006 Republican series, and each issue page lists every instrument in it with a link. Article 13 of the Constitution puts the Cyrillic and Latin scripts on an equal footing and the gazette uses both: some Acts of 2010 and 2011 and some Government decisions are printed wholly in Cyrillic, and a /cyr/ mirror of the site exists. Amending Acts are published as free-standing instruments in the classic civil-law form - 'in article N, paragraph M is replaced and reads' - and are never consolidated into the parent Act here, so the current text of a provision has to be assembled from the base Act and every amendment that touched it.
Standing: Issues the instrument
Cannot be cited for: It publishes instruments and it does not consolidate them. There is no consolidated text of any Act on this site: the regis.sluzbenilist.me legal information system that would give one is an Angular application that returns a 6 KB shell to any fetcher, and its own feature table reads as a subscription product, so it is not reachable by any tool this project has. Assembling the law in force therefore means reading the base Act plus every amending Act, and the site's own cross-reference list cannot be relied on to be complete - the record for the Zakon o crnogorskom drzavljanstvu lists four of its seven amending Acts, the record for the Zakon o porezu na dohodak fizickih lica lists ten of at least sixteen, and the record for the citizenship-by-investment decision lists none at all because the record is classified 'Neklasifikovan'. The site search is client-side only: the search box on /propisi is an Alpine.js model and a searchTerm query parameter is ignored by the server, which returns a generic list, so an instrument is found through the issue index, through a cross-link on a related record, or through an external search engine. Some record identifiers are UUIDs rather than numbers and those do not answer at /download. Two of its own PDFs are defective and must not be quoted from: the Zakon o bezbjednosti saobracaja na putevima (33/2012) extracts with a broken character map - Cyrillic a, e and o standing inside Latin words, C-circumflex for C-caron, t-cedilla for z-caron - through the body of the Act while the penalty articles come out clean, and downloading the file directly or passing it through the extraction service makes no difference. It must not be cited for anything the state has not enacted: it carries no guidance, no fee a ministry charges in practice, no processing time, no country list maintained outside a decree, and nothing at all about how an authority applies the text it prints. The status field is a useful signal and not a legal conclusion: the citizenship-by-investment decision is still marked Vazeci although its own article 18 stopped applying on 31 December 2022.

A temporary residence permit may be issued to a digital nomad who meets the conditions of article 43 of this Act and who, as proof that the application is justified, attaches an employment contract or another document proving that the foreigner performs work electronically for a foreign company or for his own company which is not registered in Montenegro, as well as proof of the registration of that company in another state. The permit referred to in paragraph 1 of this article is issued with a validity of up to two years and may be extended for at most two years more, and a new one may be issued after the expiry of a period of six months from the expiry of the digital nomad's temporary residence.
In force 17 January 2026. The only substantive change from the 2022 text is the requirement of proof that the foreign company is registered in another state.

If a foreigner who holds the status of a digital nomad founds a company in Montenegro or registers as an entrepreneur in accordance with the law governing the forms of carrying on economic activity and their registration, he loses the status of a digital nomad.
The sentence sits in the visa article rather than in article 60a, and article 18 was substituted on 17 January 2026 without it being carried over into the new text. Whether the loss of status survives that substitution is not something the 2026 Act says in terms.

About this source
The official gazette of Montenegro, published by the public institution JU Sluzbeni list Crne Gore, which also runs the country's legal information system (PIS).

A foreigner is deemed to have means of support within the meaning of paragraph 1 of this article if he holds funds amounting to at least 10 euros for each day of the stay applied for.
Known to be out of date. The figure was raised from 10 euros to 20 euros by article 1 of the amending rulebook of 4 February 2025 (Sluzbeni list CG 12/25), quoted separately on this record. This is the text as made and it is not the figure in force.

Practical notes
The claim that Montenegro has no passive-income route rests on article 38(1) of the Zakon o strancima, which is the Act's own closed list of grounds, together with the chapter that follows it, articles 44 to 60a, where each ground gets its own article. We read all of them. The 2026 amending Act added no ground.
The regulation the Act promises under article 60a(5) was looked for in the gazette's own list of subordinate acts made under the Zakon o strancima, in the general temporary-residence rulebook and in its three most recent amendments, and was not found. Any income figure quoted elsewhere for Montenegrin digital nomads does not come from an instrument we have read.
Article 65(1)(3) matters more to this route than anything about income: a temporary residence permit ceases to be valid if the holder stays outside Montenegro for more than 30 consecutive days, and only up to 90 days if he tells the police where he is going and why before he leaves.
