Nicaragua has an investor route into permanent residence and no published price for it. The law makes the status of inmigrante con capital a matter for the Ministry of Development, Industry and Trade, which issues a certificate of registration of the investment; migration takes that certificate as proof and asks for the company papers, a municipal trading licence and tax registration behind it. No instrument we read names a sum. The one article that looks as though it should - article 35, on what an investor may invest in - sends the reader to article 31 for the requirements, and article 31 is about pensioners. Investment in state and bank paper counts as well as in a business. Two years as a permanent resident is enough for naturalisation on this route, against four on the ordinary one.

In detail

The threshold is somewhere else

Neither the migration law nor its regulation sets a sum. Article 32 hands the question to MIFIC, which registers the investment and issues a certificate; migration then asks only for that certificate, the company papers, a trading licence and tax registration. The practical effect is that the number a prospective investor needs is in an investment-promotion instrument we have not read, and anyone quoting a figure for Nicaraguan investor residence is quoting something other than the migration law. We publish no figure rather than carry one across from a route it does not belong to.

A cross-reference that points at the wrong article

Article 35 of the law tells an investor to meet the requirements of article 31. In the consolidated text published in January 2024, article 31 defines the pensioner and rentier category and says nothing about investment; the investor article is 32. We do not know whether the numbering slipped during consolidation or whether the error was in the law as enacted. It matters because article 31 pointed in turn at Ley 694, which was repealed in August 2024, so the instruction in article 35 now leads to a definition that leads nowhere. In practice the directorate works from article 78 of the regulation, which is self-contained.

The investor pays more than the investor's family

The migration directorate's price list has two lines for permanent residence: 18,312.15 córdobas, and half that for the subcategories in numerals 1 and 4 of article 30. Numeral 1 is the ordinary immigrant; numeral 4 is the spouse, children and parents of an immigrant, an investor or a pensioner. The investor's own subcategory is numeral 2 and is not in the reduced line. So a family arriving on an investment pays the full fee for the investor and half for everybody else, and someone admitted simply as an immigrant pays half while the investor pays all of it.

Country-level policy

The fee schedules are published as pictures, so the law's own amounts cannot be read

Nicaraguan statutes set their fees in tables, and the National Assembly's legal-information service publishes those tables as images rather than as text. In the migration law the schedules for articles 121, 122, 122 bis and 123 are each a line of prose followed by a picture; the traffic law does the same for its licence fees, its eye-test charges and its workshop penalties. The amounts are in the instrument and are not in anything a reader or a machine can quote from it. The practical consequence is that the only published money figures for migration and driving come from the migration directorate's own price lists, in córdobas, which are a statement of what the counter charges rather than of what the law sets.

A foreign resident needs an exit visa every time they leave by an outer border

Leaving Nicaragua is a procedure for a foreign resident in a way it is not for a Nicaraguan. Article 111 of the migration law says that residents leaving by the outer borders require an exit visa, on top of a valid passport and a valid residence card; the regulation makes it a form and a fee, obtainable in advance or at the border post on production of the travel document and the card. A non-resident whose stay has expired needs one too, with a fine attached. Giving up residence altogether produces a definitive exit visa. None of this is widely written down outside the instruments, and it is a recurring cost and an extra counter for anyone who travels regularly.

Every residence applicant lodges a deposit worth a return ticket

Nicaragua asks residence applicants to deposit, in cash, the real value of a return ticket to their country of origin or last residence, to cover the cost of a deportation that may never happen. The deposit is lodged once the residence is approved, is held in a Treasury account the migration directorate administers, earns the depositor no interest and is not revalued for inflation, though the directorate updates the amounts annually against air fares. It comes back on a claim made within sixty days of leaving the country for good or of acquiring Nicaraguan nationality. Several things forfeit it, including ninety days of irregular stay. Three groups are exempt: close relatives of Nicaraguans, minors, and nationals of countries with a ratified instrument and reciprocity.

Since the Digesto Jurídico laws of 2017 onwards, Nicaragua republishes its statutes as consolidated texts, subject by subject, each approved on a date and published in La Gaceta later. The consolidation date is a hard edge: everything enacted after it is simply not in the text, and the page gives no sign of what has happened since. The migration law's consolidated text was closed on 28 February 2023 and published on 18 January 2024, which is why it still defines the pensioner category by reference to a law repealed in August 2024. The same service carries superseded consolidations alongside current ones - the Constitution has a March 2024 consolidation and a February 2025 integral text at different addresses, with different article numbers for nationality.

Practical notes

No minimum investment is published here because none appears in the migration law, in its regulation, or on the migration directorate's permanent-residence page. The figure, if there is one, is set by MIFIC's own registration rules, which we have not read.

The claim that article 35 cross-refers to the wrong article is a statement about the consolidated text published in La Gaceta No. 09 of 18 January 2024 as served by the National Assembly. We have not compared it with the text as enacted in 2011.
