Work is a property of the residence card rather than a separate permit. The regulation issues the cédula de residencia in one of three conditions - with the right to work, without it, or to study - and the subcategory you apply under decides which one you get. Temporary residence runs from one to three years and is renewable; the directorate's own counter prices it as an annual card. An employment contract has to be certified by the labour ministry before migration will look at it, and the contract's own execution is suspended until the residence is granted, so the job and the permission are deliberately circular. The employer also signs a notarised undertaking to send the worker home when the contract ends. Seasonal work is handled outside residence altogether, by a migrant-worker permit of up to a year.

In detail
The contract and the residence hold each other up
The regulation asks for an individual employment contract certified by the labour ministry, and the migration directorate asks that the contract say on its face that it takes effect once residence with authorisation to work has been granted. So the employer must sign a real contract for a job the worker is not yet allowed to do, have it certified, and then wait. The employer also signs a notarised undertaking to guarantee the worker's return home when the contract ends, and must separately prove compliance with article 14 of the Labour Code, the provision that sets how many of a workforce must be Nicaraguan. The weight of the application falls on the employer rather than on the applicant, which is the opposite of how most of the region's temporary-residence routes are built.
Work is a condition printed on the card
There is no work permit sitting alongside a residence permit. Article 84 of the regulation gives the residence card one of three conditions: with the right to work, without it, or to study. The subcategory decides which. A dependent economic, a student or a family member gets a card that does not authorise work, and article 13 of the law makes carrying on an unauthorised activity a ground for losing the residence and being expelled - the same sentence that forbids holding two migration categories at once. Changing what you do means changing subcategory, which the regulation allows but treats as a fresh application.
Annual at the counter, three years in the law
Article 25 of the law says temporary residence runs from one to three years, extendable. The migration directorate's price list has one line for it: annual temporary residence, 7,324.86 córdobas. A second line halves the fee for the subcategories named in numerals 4, 6, 7, 8 and 11 of article 25 - students, independent and dependent workers, artists and asylum-seekers - and then the sentence breaks off in the middle of naming numerals 13 and 14, which do not exist, because article 25 has eleven. We cannot tell from the published page whether the annual pricing means the card is only ever issued for a year or whether a longer grant is priced per year. The gap matters for anyone budgeting a three-year posting.
Country-level policy
Nicaraguan statutes set their fees in tables, and the National Assembly's legal-information service publishes those tables as images rather than as text. In the migration law the schedules for articles 121, 122, 122 bis and 123 are each a line of prose followed by a picture; the traffic law does the same for its licence fees, its eye-test charges and its workshop penalties. The amounts are in the instrument and are not in anything a reader or a machine can quote from it. The practical consequence is that the only published money figures for migration and driving come from the migration directorate's own price lists, in córdobas, which are a statement of what the counter charges rather than of what the law sets.
Leaving Nicaragua is a procedure for a foreign resident in a way it is not for a Nicaraguan. Article 111 of the migration law says that residents leaving by the outer borders require an exit visa, on top of a valid passport and a valid residence card; the regulation makes it a form and a fee, obtainable in advance or at the border post on production of the travel document and the card. A non-resident whose stay has expired needs one too, with a fine attached. Giving up residence altogether produces a definitive exit visa. None of this is widely written down outside the instruments, and it is a recurring cost and an extra counter for anyone who travels regularly.
Nicaragua asks residence applicants to deposit, in cash, the real value of a return ticket to their country of origin or last residence, to cover the cost of a deportation that may never happen. The deposit is lodged once the residence is approved, is held in a Treasury account the migration directorate administers, earns the depositor no interest and is not revalued for inflation, though the directorate updates the amounts annually against air fares. It comes back on a claim made within sixty days of leaving the country for good or of acquiring Nicaraguan nationality. Several things forfeit it, including ninety days of irregular stay. Three groups are exempt: close relatives of Nicaraguans, minors, and nationals of countries with a ratified instrument and reciprocity.
Since the Digesto Jurídico laws of 2017 onwards, Nicaragua republishes its statutes as consolidated texts, subject by subject, each approved on a date and published in La Gaceta later. The consolidation date is a hard edge: everything enacted after it is simply not in the text, and the page gives no sign of what has happened since. The migration law's consolidated text was closed on 28 February 2023 and published on 18 January 2024, which is why it still defines the pensioner category by reference to a law repealed in August 2024. The same service carries superseded consolidations alongside current ones - the Constitution has a March 2024 consolidation and a February 2025 integral text at different addresses, with different article numbers for nationality.

Practical notes
The claim that there is no separate work permit for residents rests on article 84 of the regulation, on the subcategory requirement lists in its articles 64 to 71, and on the migration directorate's temporary-residence page. The one standalone work authorisation we found is the seasonal migrant-worker permit of article 43 of the regulation and articles 16 and 17 of the law, which is not residence.
The proportion of Nicaraguan employees an employer must keep is set by article 14 of the Labour Code, which we have not read. No proportion is stated here.
The certification of beneficial ownership the agency asks of several employment subcategories appears nowhere in the regulation. It is recorded as an agency requirement, not as a legal one.
Whether the annual fee means a one-year card or a yearly charge on a longer grant is not settled by anything we read. The agency's page prices only an annual card; the law allows up to three years.

Its visa page states there are two visa categories where the law establishes three, and its own extension page on the same site still sets out all three. It adds the words in exceptional cases to a concession the regulation grants unconditionally. It asks for documents that appear in no instrument. Its reduced-fee line breaks off mid-sentence citing numerals that do not exist. Cite it for what the counter charges and asks, never for the rule, and never as evidence that a category has been abolished.
