Two Regional Rights Stack Here: the EEA Agreement Gives a Residence Right Written Into Chapter 13 of the Act, and the Nordic Agreements Give One That Needs No Document At All

Answer

The general rule applies to you

No exception is recorded for citizens of Finland on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.

195 exceptions recorded across 74 countries · none match Finland to Norway · Residency under a regional treaty

Norway is outside the European Union and inside the European Economic Area, and chapter 13 of the Immigration Act is where that lands. It is a near-literal rendering of the Union's free-movement directive: three months on an identity card or a passport, longer as a worker, a self-employed person, a service provider, a self-supporting person with sickness insurance, or a student, five years of that for a permanent right, and a registration certificate issued on the spot once the papers are shown. Two things in it are better than the directive's floor. A job-seeker and the job-seeker's family may stay six months and, in particular cases, longer. And a residence right under chapter 13 does not block an application under the Act's ordinary rules, so an EEA national may take an ordinary permit instead if it suits them. Running underneath all of it is the older Nordic arrangement: a Danish, Finnish, Icelandic or Swedish citizen needs no permit for anything, and the 1957 passport agreement printed at the back of the Act defines the Nordic area it covers - Norway, but not Svalbard and not Jan Mayen.

At a glance

Stay on a passport or identity card alone
Up to three months

Utlendingsloven § 111 first paragraph, conditional on not becoming an unreasonable burden on public welfare schemes.

Job-seeker
Up to six months, and longer in particular cases

Utlendingsloven § 111 third paragraph, which extends to the job-seeker's family members.

Deadline to register a stay over three months
Three months from the date of entry

Utlendingsloven § 117 first paragraph. The certificate is issued immediately once the documents are produced.

Continuous lawful residence for a permanent right
Five years

Utlendingsloven § 115 first paragraph. The permanent right survives the conditions in §§ 112 and 113 ceasing to be met.

Absence that destroys the permanent right
More than two consecutive years outside the realm

Utlendingsloven § 115 first paragraph, last sentence.

Nordic citizens
No residence permit for living or working

Utlendingsloven § 5 second paragraph, pointing at § 55.

What the Nordic passport agreement counts as Norway
Norway except Svalbard and Jan Mayen

Article 1 of the 1957 agreement as printed at the end of the Immigration Act. Denmark's entry excludes Greenland and the Faroes in the same sentence.

Requirements

  • A valid identity card or passport for the first three months, as an EEA or EFTA national
  • Work, self-employment, service provision, study, or enough money and sickness insurance, to stay longer
  • Registration within three months of arrival, where the stay will run past three months
  • Nothing at all for a Nordic citizen, who is outside the permit requirement entirely

In detail

Where Norway goes past the directive's floor

Two provisions give more than the Union minimum. Section 111 third paragraph gives a job-seeker six months as of right, and in particular cases more, where the directive leaves the period to be worked out from the case law. And section 109 third paragraph says in terms that a chapter 13 right of residence does not stand in the way of an ordinary residence permit. That second one is not a formality: time on an ordinary permit and time on a chapter 13 right are counted differently for other purposes, and an EEA national who wants the ordinary route is told here that it is open.

Two overlapping regional regimes, not one

A Swedish citizen in Norway is inside both arrangements at once and uses neither in the same way. Chapter 13 would give a right of residence that has to be registered after three months. Section 5 second paragraph takes Nordic citizens out of the permit requirement altogether, and the 1957 passport agreement at the back of the Act abolishes passport control between the four states. The Nordic rule is older than the EEA Agreement, narrower in who it covers and wider in what it gives.

What applies to you

Nothing changes for a citizen of Finland

We have no rule recorded that treats your citizenship differently here, so the general rule above is the one that applies to you. That is an answer, not a gap.

Forskrift 21. juni 1994 nr. 644, made under section 4 of the Norsk Lovtidend Act, authorises the Ministry to contract with stiftelsen Lovdata for the use of Lovdata's statute and regulation databases, and gives the State a right to take those databases over if the foundation is wound up - so the databases are the foundation's, held under an arrangement with the State. The 1992 circular on publication in Norsk Lovtidend instructs ministries to send material for publication to Norsk Lovtidend, c/o Lovdata. Four kinds of address matter and they are different documents. /dokument/NL/lov/<date>-<nr> and /dokument/SF/forskrift/<date>-<nr> are Lovdata's consolidated texts of Acts and central regulations; appending /* to either serves the whole instrument, and without it the address returns only a table of contents and an editorial blurb. /dokument/<...>/KAPITTEL_n serves one chapter. /LTI/lov/<date>-<nr> is the instrument as published in Norsk Lovtidend, which is the official text. /dokument/NLE/ and /dokument/SFE/ are unofficial English translations. A right of residence under this chapter does not preclude a residence permit for foreign nationals mentioned in the first paragraph under the Act's general provisions.

An EEA national may take an ordinary permit instead, which matters where the ordinary route counts towards something the EEA route does not.

Norway's legal information service, and the body that physically produces Norsk Lovtidend, the official gazette. Lovdata is not a ministry: it is a private foundation, established on 1 July 1981 by the Ministry of Justice and the Faculty of Law at the University of Oslo, and its own English page says so. The free-text search at /sok?q= is readable by the extraction service and is the practical way to find an instrument whose number is unknown; /referanse/hjemmel?dokID=NL/lov/<date>-<nr> lists every regulation made under a given Act. An EEA citizen who under sections 112 and 113 has had continuous lawful residence in the realm for five years acquires a permanent right of residence. Temporary residence outside the realm is in certain circumstances permitted without affecting the requirement of continuous residence. The permanent right of residence subsists regardless of whether the conditions for residence in sections 112 and 113 are met. The permanent right of residence lapses if the holder stays outside the realm for more than two consecutive years.

Practical notes

No amount is attached to the self-sufficiency route anywhere in chapter 13. Section 112 fourth paragraph leaves it to be fixed by regulation; the figure, if there is one, was not traced to a text for this record.

Whether Swiss nationals are covered in full comes from section 110 first paragraph, which lets the King extend the chapter to EFTA Convention states that are not in the EEA by regulation. The regulation doing that was not read.

The Nordic labour-market and social-security agreements themselves were not read. What is quoted here is the Immigration Act's own exemption for Nordic citizens and the 1957 passport agreement the Act prints.

Where it matters, the as-promulgated text is at the /LTI/ address and should be read instead. **No consolidation carries a sweep date.** The metadata block prints Sist endret with the last amending Act folded in, and a Rettet line recording editorial corrections, and neither is a statement that the text was checked as at a day - so no consolidatedAsOf can honestly be taken from a Lovdata page. **The amendment notes are Lovdata's, not the legislature's**: the small numbered blocks under each section are the foundation's apparatus and must not be quoted as enacted text, though they are the only readable record of what a repealed section used to say. **The consolidation prints provisions not yet in force beside those in force**, marked only by a note saying Endres ved forskrift ... i kraft <date>; section 10-1 of the Driving Licence Regulation carries one for 1 January 2027. **The English translations at /dokument/NLE/ and /dokument/SFE/ are not the instrument and must never be quoted as one**: Lovdata's own page states that the translations are not official, that they are provided for information purposes only, and that in the event of any inconsistency the Norwegian version shall prevail; the translations are produced by ministries rather than by Lovdata. **The bare /dokument/NL/lov/<date>-<nr> address is not the law**: it serves a table of contents and a Kort om loven blurb written by Lovdata, and a reading taken from it contains no section text at all - the Immigration Act at that address is 38,290 characters of navigation, against 431,640 at the same address with /* appended. **It cannot be cited for anything an agency does.** The skilled-worker quota, what counts as pay for a work permit, what counts as sufficient means, the Svalbard tax rates and the student tuition levels are all left by the instruments to a directorate, a ministry or the Storting, and none of those decisions is published here.
