Study Is a Permit That Leads Nowhere, and Since 2023 It Is No Longer Free: Tuition Is Compulsory for Anyone From Outside the EEA

Answer

The general rule applies to you

No exception is recorded for citizens of Slovakia on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.

195 exceptions recorded across 74 countries · none match Slovakia to Norway · Residency as a student

A student admitted to a university, university college, vocational college or, in particular cases, upper secondary school may be granted a residence permit under section 6-19 of the Immigration Regulation. It is granted only for full-time study, the education must be the purpose of the stay, and the student must need to be at the place of study. It carries a right to work twenty hours a week and full time in the ordinary holidays, granted at the same time as the permit rather than applied for separately. Two things follow it that a reader should know before starting. The permit does not form a basis for permanent residence, so the years spent studying do not count towards settling. And a separate statute now requires payment: section 2-6 of the Universities and University Colleges Act says state institutions shall charge tuition to students who are citizens of countries outside the EEA or Switzerland, with four exemptions. What there is instead of a settlement path is a bridge - section 6-29 gives a qualifying graduate one further year to look for skilled work, with full-time work allowed during it.

At a glance

Work allowed alongside study
20 hours a week, and full time in the ordinary holidays

Utlendingsforskriften § 6-33 second paragraph. It is granted together with the study permit, not applied for separately.

Does study count towards permanent residence
No

Utlendingsforskriften § 6-19, last paragraph: tillatelsen danner ikke grunnlag for permanent oppholdstillatelse.

Folk high school or faith school
A permit for one year in total

Utlendingsforskriften § 6-19 second paragraph.

Supplementary training to get a Norwegian qualification recognised
Up to two years in total

Utlendingsforskriften § 6-19 third paragraph, for someone who already has skilled-worker competence.

After graduating
One further year to look for skilled work, with full-time work allowed

Utlendingsforskriften § 6-29 and § 6-33 fourth paragraph. This permit does not count towards permanent residence either.

Tuition at a state institution
Compulsory for citizens of countries outside the EEA and Switzerland

Universitets- og høyskoleloven § 2-6 first paragraph: the institutions shall charge it. No amount is set in the Act.

Who is exempt from tuition
Four classes, in section 2-6 second paragraph

People with an international-agreement right to equal treatment, people entitled to Norwegian student loans and grants, doctoral candidates, and students on an institutional exchange.

Requirements

  • Admission to an approved university, university college, vocational college or, in particular cases, upper secondary school
  • Full-time study, with the education as the purpose of the stay
  • A need to be present at the place of study
  • Secured maintenance under section 10-7, with a student loan or grant among the ways of securing it
  • Tuition, at a state institution, unless you fall within one of the four statutory exemptions

In detail

The two changes a 2019 guide would get wrong

Until 2023 a student from anywhere in the world could study at a Norwegian state institution without paying tuition, and that fact is still the first thing most guides say about Norway. Section 2-6 of the 2024 Universities and University Colleges Act now obliges state institutions to charge citizens of countries outside the EEA and Switzerland, and it was amended again with effect from 1 August 2026. The second thing is older but equally often missed: the study permit has never formed a basis for permanent residence, so a three-year degree leaves a graduate at the beginning of the settlement clock rather than three years into it.

What applies to you

Nothing changes for a citizen of Slovakia

We have no rule recorded that treats your citizenship differently here, so the general rule above is the one that applies to you. That is an answer, not a gap.

What the law says

Text layer - verbatim verifiedUtlendingsforskriften (forskrift 15. oktober 2009 nr. 1286) · § 6-19 første ledd
«Studenter som har opptak ved universitet, høyskole, fagskole og i særlige tilfeller ved videregående skole, kan få oppholdstillatelse. Utlendingsdirektoratet kan i samråd med Kunnskapsdepartementet gi nærmere retningslinjer om hvilke studier som kan godkjennes, og om andre studieinstitusjoner eller skoler kan godkjennes. Oppholdstillatelse kan bare gis for heltidsstudier. Studenten må ha behov for å oppholde seg ved studiestedet,»

Students admitted to a university, university college, vocational college and in particular cases to upper secondary school may be granted a residence permit. The Directorate of Immigration may, in consultation with the Ministry of Education, issue further guidelines on which studies may be approved and on whether other study institutions or schools may be approved. A residence permit may only be granted for full-time study. The student must need to stay at the place of study, and the education must be the purpose of the stay.

About this source

Norway's legal information service, and the body that physically produces Norsk Lovtidend, the official gazette. Lovdata is not a ministry: it is a private foundation, established on 1 July 1981 by the Ministry of Justice and the Faculty of Law at the University of Oslo, and its own English page says so. Forskrift 21. juni 1994 nr. 644, made under section 4 of the Norsk Lovtidend Act, authorises the Ministry to contract with stiftelsen Lovdata for the use of Lovdata's statute and regulation databases, and gives the State a right to take those databases over if the foundation is wound up - so the databases are the foundation's, held under an arrangement with the State. The 1992 circular on publication in Norsk Lovtidend instructs ministries to send material for publication to Norsk Lovtidend, c/o Lovdata. Four kinds of address matter and they are different documents. /dokument/NL/lov/<date>-<nr> and /dokument/SF/forskrift/<date>-<nr> are Lovdata's consolidated texts of Acts and central regulations; appending /* to either serves the whole instrument, and without it the address returns only a table of contents and an editorial blurb. /dokument/<...>/KAPITTEL_n serves one chapter. /LTI/lov/<date>-<nr> is the instrument as published in Norsk Lovtidend, which is the official text. /dokument/NLE/ and /dokument/SFE/ are unofficial English translations. The free-text search at /sok?q= is readable by the extraction service and is the practical way to find an instrument whose number is unknown; /referanse/hjemmel?dokID=NL/lov/<date>-<nr> lists every regulation made under a given Act. The treaty register at /traktat/<date>-<nr>, which Lovdata administers for the Ministry of Foreign Affairs, carries Norwegian texts of treaties with metadata naming the authentic language.

Practical notes

No tuition amount appears in the Act. Section 2-6 obliges the institution to charge and leaves the level to the institution; no fee schedule was read.

Whether a particular course or institution is approved for a study permit is decided by the Directorate of Immigration in consultation with the Ministry of Education under section 6-19 first paragraph. Those guidelines were not read.
