No minimum to open, no minimum balance. That is the opposite of what the relocation guides say, which repeat that physical presence is compulsory and that no Paraguayan bank opens an account remotely; the reglamento permits what they call impossible. A reglamento binds what a bank may and must do, never what a bank will do. Remote opening being permitted is not the same as any particular bank offering it, and this record says only what the regulator permits.
