Every Migration Fee Is Set in Jornales, and the Law's Own Numbers Are Out of Date
Paraguay expresses migration fees and fines not in guaranies but in jornales - day-wage units tied to the legal minimum wage. A figure in guaranies is therefore only meaningful next to the jornal it was converted at and the date that conversion took effect. There is a second trap on top of it: the numbers written into article 100 of the migration law are not the numbers being charged. The law says permanent residency costs 15 jornales and temporary residency 10; the schedule in force since 1 July 2026 charges 25 for each.

Why the unit matters more than the amount
A fee published as Gs. 2.926.925 looks precise and is perishable. It is 25 jornales at a minimum jornal of Gs. 117.077, and the jornal follows the legal minimum wage, which the executive adjusts by decree. When the wage moves, every migration fee and every fine moves with it on the same day. Quoting the guarani figure without the unit and the date publishes a number that will go quietly stale.
The statute is not the price list
Article 100 of the migration law lists twelve fees in jornales: 15 for permanent residency, 10 for temporary, 8 for spontaneous, 5 for precarious, 11 for an extension of temporary residency. The directorate's current schedule charges 25 for both permanent and temporary residency. Whatever the mechanism, the effect is plain: the article gives the wrong answer today, and the schedule is the document to read.
Cash is cheapest
The schedule publishes three prices for each item - cash, debit card and credit card - and the card prices are higher because the payment provider adds a surcharge. Cash is accepted in guaranies only.

Practical notes
The Mercosur temporary residency is the one residency item priced below the rest, at 20 jornales rather than 25.
Fines are on the same scale: six jornales for overstaying a transitory admission, and six for having no record of entry.
