No Residence Route by Descent, and the Family Link Runs Upwards
Answer
The general rule applies to you
No exception is recorded for citizens of Uruguay on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.
81 exceptions recorded across 33 countries · none match Uruguay to Peru · Residency through ancestry
Peru has no residence category based on descent from a Peruvian. The eighteen residence categories listed in article 80 of the Reglamento do not include one, and the nearest thing, Familiar Residente, takes its scope from article 38 of Decreto Legislativo 1350, which defines a family nucleus rather than a line of descent. The asymmetry is the finding: the parent of a Peruvian qualifies as a first-degree ascendant, while the adult child of a Peruvian does not unless they are under 28, unmarried and still studying, and a grandchild never qualifies at all. Guides that place Peru alongside Argentina or Italy as a country reachable through a grandparent are describing a route that is not in either instrument.
At a glance
- Route by descent
- None
Article 80 of the Reglamento closes the residence statuses at eighteen and article 38 of Decreto Legislativo 1350 closes the family nucleus, both quoted here. The family list reaches a first-degree ascendant and has no corresponding provision running downwards.
- Nearest category
- Familiar Residente
Reglamento art. 89, scope taken from Decreto Legislativo 1350 art. 38
- Parent of a Peruvian
- Qualifies
As ascendiente en primer grado
- Adult child of a Peruvian
- Only under 28, unmarried and studying
- Grandchild of a Peruvian
- Does not qualify
- Duration, family of a Peruvian
- Up to 2 years
- Duration, family of a foreign resident
- 1 year
- Work
- Permitted, dependent or independent
Requirements
- There is no residence category based on descent. Article 80 of the Reglamento lists eighteen, and none of them is an ancestry route
- The nearest category is Familiar Residente, whose scope is the family nucleus defined by article 38 of Decreto Legislativo 1350
- A first-degree ascendant - a parent - of a Peruvian qualifies
- A minor child of a Peruvian qualifies
- An adult child qualifies only while under 28, unmarried, and following technical or higher education
- An adult child of any age qualifies if unable to support themselves through physical or mental disability that has been duly proven
- A grandchild does not qualify: first degree does not reach the second generation
- The status is granted for up to two years to the family of a Peruvian, against one year for the family of a foreign resident
- It permits dependent or independent work from the outset, with no further permit
What applies to you
Nothing changes for a citizen of Uruguay
We have no rule recorded that treats your citizenship differently here, so the general rule above is the one that applies to you. That is an answer, not a gap.

«extranjeras residentes en territorio peruano, de acuerdo a los alcances establecidos en el artículo 38º del Decreto Legislativo.»Our translation - not official
foreigners resident in Peruvian territory, in accordance with the scope established by article 38 of the Decreto Legislativo.
Quoted from after a page break that interrupts the sentence in the gazette PDF. The clause that precedes it grants the status to foreigners with a proven family link to nationals or to resident foreigners; this is the half that carries the pointer to article 38, which is what bounds the category.

Practical notes
This record is about residency and says nothing about nationality. Whether a child born abroad to a Peruvian parent is already Peruvian, and so needs registration rather than a residence permit, is a separate question that has not been read for Peru and is not answered here.
The spouse side of the same category is written up under residency-marriage. Both rest on article 89 of the Reglamento and article 38 of the Decreto Legislativo, read for different questions.
