The rules are the Anti-Money Laundering and Terrorist Financing Regulations of 2014, and they are more accommodating than the reputation of a small offshore jurisdiction suggests. Customer due diligence has to be applied before a business relationship is established - but regulation 11(4) lets a bank open an account first and verify afterwards, provided the account is not closed and no money moves until verification is done. Due diligence has to be repeated at least once every five years and whenever a customer's identification information changes, which includes a change of address: moving here is itself a trigger. A bank that cannot complete it must refuse the relationship, and one that fails to apply the measures commits an offence carrying a fine of $100,000.

In detail
The account can be opened before the file is complete
Regulation 11(1) says due diligence is applied before a business relationship is established, which is the familiar rule. Regulation 11(4) is the one worth knowing: verification of a bank account holder's identity may take place after the account has been opened, provided there are safeguards ensuring that until verification is finished the account is not closed and no transactions are carried out by or on behalf of the holder, including any payment out to the holder. For someone who has just arrived and does not yet have a local address or a utility bill, that is the difference between a process that can start and one that cannot.
Moving house restarts the clock
Regulation 11(2) requires fresh customer due diligence information whenever there is a change in a customer's identification information, and identification information includes the principal residential address. Regulation 11(1)(c) adds a review at least once every five years for every existing customer. So the bank will come back: once when you move in, again if you move within the country, and at least once every five years regardless. This is a standard the Eastern Caribbean states share - these Regulations are part of a harmonised set published by the Eastern Caribbean Central Bank - rather than anything peculiar to Saint Vincent.

«(4) The verification of the identity of a bank account holder may take place after the bank account has been opened provided that there are adequate safeguards in place to ensure that, before verification has been completed —
(a) the account is not closed; and

«12. (1) If a service provider is unable to apply customer due diligence measures before the establishment of a business relationship or before the carrying out of an occasional transaction in accordance with these Regulations and the Code, the service provider shall not establish the business relationship or carry out the occasional transaction.»No discretion: it is a prohibition on the bank, not a right to be weighed.

Practical notes
The Regulations set the duty and leave the list of acceptable identity documents to the Anti-Money Laundering and Terrorist Financing Code 2017, which is published separately by the Eastern Caribbean Central Bank. No list of acceptable documents is stated here; the Code is the place to read it.
These are the rules banks must follow. They are not a right to an account: regulation 12 requires a bank that cannot complete due diligence to refuse the relationship, and no provision obliges any bank to take a customer on.
Saint Vincent and the Grenadines is also an international financial centre with its own Financial Services Authority, and the rules for an international company or trust are not these. What is described here is the domestic banking relationship an individual opens.
