Twelve Months From the Permit, and Reciprocity Decides the Months Before That
Answer
The general rule applies to you
No exception is recorded for citizens of Greece on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.
195 exceptions recorded across 74 countries · none match Greece to Serbia · Driving and licence exchange
Article 178 of the Road Traffic Safety Act lets a foreigner temporarily staying in Serbia drive on a foreign or international driving licence while it is valid, for the duration of the temporary stay, on condition of reciprocity - and requires the driver to carry proof of how long he has been continuously in Serbia and to produce it to an authorised officer on demand. The clock then runs: a foreign licence, and a foreign international licence, ceases to be valid in traffic on Serbian roads twelve months after the day a foreigner was granted continuous temporary residence of more than six months or permanent settlement, after the day a diplomatic identity card was issued, or after the day a Serbian national who lives abroad enters Serbia. The Act contemplates exchange - article 183 speaks of a foreign licence "not issued on the basis of exchange for a Serbian driving licence" and forbids using two licences from two states at once - but it does not set out the conditions for an exchange. Those are left to the Minister of the Interior's rulebook on driving licences, which we could not read.
At a glance
- Driving on a foreign licence as a visitor
- Permitted while the licence is valid, for the duration of the temporary stay, on condition of reciprocity
Article 178 of the Zakon o bezbednosti saobraćaja na putevima.
- When the foreign licence stops working
- Twelve months after the grant of continuous temporary residence longer than six months, or of permanent settlement; or after the issue of a diplomatic identity card; or after a Serbian national resident abroad enters the country
Article 178 of the Zakon o bezbednosti saobraćaja na putevima.
- Proof you must carry
- Evidence of the length of continuous stay on the territory of Serbia, shown to an authorised officer on request
Article 178 of the Zakon o bezbednosti saobraćaja na putevima.
- Two licences at once
- Forbidden; where a Serbian licence and a foreign one not issued by way of exchange are both held, the Serbian licence must be used in Serbia
Article 183 of the Zakon o bezbednosti saobraćaja na putevima.
- Where a Serbian licence is issued to a foreigner
- By the police unit for the area where the foreigner has a place of stay, for a foreigner granted temporary residence of at least six months
Article 183 of the Zakon o bezbednosti saobraćaja na putevima.
- The exchange conditions themselves
- Not in the Act. Article 183 leaves the procedure for issuing a licence to the Minister of the Interior, and the Pravilnik o vozačkim dozvolama (Sl. glasnik RS 73/2010, 20/2019, 43/2019, 128/2020, 7/2023) is where they sit
We could not retrieve that rulebook from the publisher, so this record states the Act's rule and not the list of countries whose licences are exchanged without a test.
- Change of address
- A driver who changes domicile or place of stay must report it to the interior affairs authority within 30 days, for entry in the register of drivers
Article 183 of the Zakon o bezbednosti saobraćaja na putevima.
Requirements
- A valid foreign driving licence or international driving licence, and reciprocity with the issuing state, for the period of a temporary stay
- Proof of the length of continuous stay in Serbia, carried while driving and produced on demand
- Within twelve months of being granted continuous temporary residence of more than six months or permanent settlement: a Serbian licence, because the foreign one stops being valid
- Not using two licences from two states at the same time: where a Serbian licence and a foreign one that was not issued by way of exchange are both held, the Serbian one must be used in Serbia
Country-level policy
Every citation on these pages goes to the Pravno-informacioni sistem Republike Srbije, and Serbian law says exactly what that is. The Zakon o objavljivanju zakona i drugih propisa i akata establishes the system in article 28 as a collection of data in electronic form containing the electronic form of the Official Gazette, the archive of gazettes, the register and texts of the regulations in force, case law and a link to EU legal acts, published on the internet pages of the public enterprise. Article 26 settles what is authoritative and what is not: the basic and special editions of the Gazette are issued in printed form and in electronic form in PDF and HTML, and it is the printed form and the electronic form in PDF that are the official editions. HTML is produced and is not named among them. Article 29 then describes what the system gives away free to every internet user, and the first item on the list is 'незванично пречишћени текстови прописа' - unofficially consolidated texts of regulations - alongside the original gazettes in PDF carrying the base texts and the gazettes carrying their amendments; for everything else the enterprise charges a price the Government approves. The pages themselves are headed 'Редакцијски пречишћен текст', an editorially consolidated text: a third phrase for the same status. So the consolidated text this corpus quotes is free, current, produced by the state's own publisher, and not the official edition of anything.

A foreigner who temporarily stays in the Republic of Serbia, on the basis of a valid travel document, a foreign identity card or a visa, or a national of the Republic of Serbia who stays or is domiciled abroad and comes temporarily to the Republic of Serbia, may drive a vehicle on the basis of a foreign driving licence, or an international driving licence, during its validity, on condition of reciprocity, for the duration of his temporary stay. A person under this paragraph must possess proof of the length of his continuous stay on the territory of the Republic of Serbia when driving a vehicle in traffic, and must produce it for inspection at the request of an authorised official. A foreign driving licence, or a foreign international driving licence, ceases to be valid in traffic on the roads of the Republic of Serbia on the expiry of a period of 12 months counted from the day on which the foreigner was granted continuous temporary residence longer than six months or permanent settlement, from the day of issue of a diplomatic identity card, or from the day of entry onto the territory of the Republic of Serbia of a national of the Republic of Serbia who temporarily or permanently stays abroad.

No one may at the same time use two or more driving licences issued by two states. If a driver holds a valid Serbian driving licence and a foreign driving licence which was not issued on the basis of exchange for a Serbian driving licence, he must use the Serbian driving licence when driving a vehicle in traffic on the territory of the Republic of Serbia.

Practical notes
The reciprocity condition in article 178 is the part a visitor cannot check from the Act: it names no states and no instrument that lists them.
The twelve months do not run from arrival. They run from the grant of a residence permit of more than six months, so a person who spent months in the country before the permit was issued has the full twelve months from the permit.
We could not read the Pravilnik o vozačkim dozvolama. Seven candidate addresses for it on the publisher's system either resolved to other rulebooks or returned the publisher's home page, so the exchange conditions - which countries' licences are exchanged, and whether a test is required - are unread rather than absent.
