Ninety Days in a Hundred and Eighty, and a Visa List That Lives Nowhere in One Piece

Answer

The general rule applies to you

No exception is recorded for citizens of Sweden on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.

195 exceptions recorded across 74 countries · none match Sweden to Serbia · Visiting as a tourist

The Law on Foreigners sets the length of a visitor's stay and leaves the question of who needs a visa entirely to other instruments. Article 16(3) gives a foreigner who needs neither a visa nor a travel document up to 90 days in any period of 180, counted from the first entry, with the day of arrival and the day of departure both counted as days of stay. Article 16(1) says that an international treaty or a decision of the Government may free the nationals of particular countries from the visa requirement, and article 16(2) lets the Government go further and admit them on a national identity card rather than a passport. Neither list is in the Act, and there is no single decision carrying them either: the Government legislates country by country, and the decision actually titled "on abolishing visas for entry into the Republic of Serbia" has been reduced by a 2024 amendment to a single sentence about Bahrain. A short-stay visa (visa C) covers the same 90 days in 180 and cannot normally be turned into a residence application once the holder is in the country.

At a glance

Length of a visa-free stay
Up to 90 days in any period of 180 days, counted from the day of first entry

Article 16(3) of the Zakon o strancima, which also says that an international treaty may provide otherwise.

How the days are counted
The day of entry and the day of exit each count as a day of stay

Article 16(4) of the Zakon o strancima.

Short-stay visa (visa C)
Up to 90 days in any 180 days; issued for one, two or more entries; valid for at most five years

Article 21(1), (4) and (5) of the Zakon o strancima.

Long-stay visa (visa D)
Entry and stay of 90 to 180 days, and the route a visa national takes before applying for residence or a single permit

Article 22(1), (2) and (4) of the Zakon o strancima.

Where the visa-free list is
Not in the Act: article 16(1) of the Zakon o strancima leaves it to international treaties and to decisions of the Government, which are made one country at a time

The decision that carries the general title - Odluka o ukidanju viza za ulazak u Republiku Srbiju, Sl. glasnik RS 54/2015 and 97/2024 - now has one operative sentence, and it is about Bahrain.

Entry on an identity card instead of a passport
Possible where the Government has decided it for that nationality under article 16(2) of the Zakon o strancima

The decision for nationals of Albania, Sl. glasnik RS 140/2020, is the instance this record read.

Deadline for registering where you are staying
24 hours

Article 111(1) to (3) of the Zakon o strancima: the hotel or host registers within 24 hours of providing accommodation or of the visitor's arrival, and a foreigner who stays in neither registers in person within 24 hours of entering.

Requirements

  • A valid travel document, or a national identity card where the Government has made a decision under article 16(2) for that nationality
  • A visa where the visa regime requires one - the short-stay visa C for up to 90 days in 180, the long-stay visa D where the intention is to apply for residence
  • Means of subsistence for the stay, for the return home or for transit onwards
  • Travel health insurance for the period of the intended stay
  • Registration of the place of stay with the police within 24 hours - done by the accommodation provider, by the host, or by the foreigner in person where neither applies

In detail

Why there is no list to print

A reader looking for Serbia's visa-free list will not find it in the Law on Foreigners, and that is not an omission. Article 16(1) delegates the whole question to treaties and to decisions of the Government, and the Government has legislated nationality by nationality for years: the register of instruments made under the Act shows separate decisions for Armenia, Burundi, Guinea-Bissau, Egypt, Panama, Saint Kitts and Nevis, Vanuatu and others, each with its own gazette number, alongside one decision with the generic title that a 2024 amendment reduced to a sentence about Bahrain. We have not read every one of them, so this record states the rule and not the list.

Entry on an identity card is a power, not a right

Article 16(2) lets the Government admit the nationals of a named country on a valid identity card instead of a passport. The one decision of that kind this record has read covers nationals of Albania, and it is drafted to die: it ceases to have effect on the day an amended bilateral agreement on mutual travel begins to apply. That is the shape of the arrangement in Serbian law - a domestic decision naming one other state, revocable, with a treaty standing behind it.

Country-level policy

The Gazette Is Official in Print and in PDF; Everything Else Is Unofficial and Free

Every citation on these pages goes to the Pravno-informacioni sistem Republike Srbije, and Serbian law says exactly what that is. The Zakon o objavljivanju zakona i drugih propisa i akata establishes the system in article 28 as a collection of data in electronic form containing the electronic form of the Official Gazette, the archive of gazettes, the register and texts of the regulations in force, case law and a link to EU legal acts, published on the internet pages of the public enterprise. Article 26 settles what is authoritative and what is not: the basic and special editions of the Gazette are issued in printed form and in electronic form in PDF and HTML, and it is the printed form and the electronic form in PDF that are the official editions. HTML is produced and is not named among them. Article 29 then describes what the system gives away free to every internet user, and the first item on the list is 'незванично пречишћени текстови прописа' - unofficially consolidated texts of regulations - alongside the original gazettes in PDF carrying the base texts and the gazettes carrying their amendments; for everything else the enterprise charges a price the Government approves. The pages themselves are headed 'Редакцијски пречишћен текст', an editorially consolidated text: a third phrase for the same status. So the consolidated text this corpus quotes is free, current, produced by the state's own publisher, and not the official edition of anything.

What applies to you

Nothing changes for a citizen of Sweden

We have no rule recorded that treats your citizenship differently here, so the general rule above is the one that applies to you. That is an answer, not a gap.

An international treaty or a decision of the Government may provide that the nationals of particular countries may enter the Republic of Serbia without a visa, provided the impediments in article 15 of this Act are absent. (2) The Government may decide that the nationals of particular countries may also enter the Republic of Serbia with a valid identity card, provided the impediments in article 15(1), points 2) to 13), of this Act are absent. (3) A foreigner who needs neither a visa nor a travel document in order to enter the Republic of Serbia may stay in it for up to 90 days in any period of 180 days, counted from the day of first entry, unless an international treaty provides otherwise. (4) The day of entry into the Republic of Serbia and the day of exit from the Republic of Serbia are counted in the days of stay on the territory of the Republic of Serbia.

Paragraph 2 is the statutory home of identity-card travel: the Act grants no such right to anyone, it only lets the Government grant it.

Nationals of Bahrain, holders of all kinds of travel document, except laissez-passer documents and travel documents issued under international conventions, may enter the Republic of Serbia without a visa, provided the remaining impediments in article 15 of the Law on Foreigners are absent.

This is the whole operative content of the decision as it now stands. The amendment in Sl. glasnik RS 97/2024 replaced its text, so a decision with a general title carries one country.

Practical notes

The 90 days in 180 run from the first entry and count both the arrival day and the departure day, so a trip that looks like 89 nights can be 91 days.

A short-stay visa cannot normally be converted into a residence application from inside the country. Article 21(3) says so in terms, and the exceptions are narrow ones the Act itself names.

The 24-hour registration duty falls on a hotel or a host first and on the visitor only where neither exists, which is why most visitors never see the form and the few staying privately are the ones caught out.

This record rests on the Zakon o strancima, on the Odluka o ukidanju viza za ulazak u Republiku Srbiju and on the Government decision for nationals of Albania. We did not read the separate visa decisions for other nationalities, nor any bilateral agreement, so no claim is made here about which nationalities are visa-free.

Both are the publisher's own encoding and quotations must reproduce them. **It interleaves furniture with the statute**: 'Мишљења, модели и литература' and 'Судска пракса' are inserted after article headings, so a quotation taken across an article boundary will contain words the legislator never wrote. **Its English service cannot be cited.** propisi.pravno-informacioni-sistem.rs advertises 'More than 200 basic and refined texts of regulations of the Republic of Serbia translated into English' under ISSN 1452-6662, but it is a subscription product and a single-page application: both / and /index returned the same 1,499-character shell, so no English text of any Serbian instrument was readable here.
