Spain does not give a student a residence permit; it gives a long-stay authorisation to be here for studies, and the requirements are about the course rather than about the person. For higher education it is admission to a recognised institution and payment of the enrolment fees - two things, stated in two numbered sub-paragraphs. Secondary education, pupil mobility programmes and volunteering each have their own list in the same article. The part worth knowing is article 57: the holder may be authorised to work for an employer or on their own account, and the authorisation is granted on the ordinary employment requirements minus three of them - including the one that asks whether the labour market permits the hire at all.

«Para la obtención de la autorización de estancia de larga duración, deberán cumplirse los siguientes requisitos específicos para cada supuesto previsto en el artículo 52.1: a) Realización de estudios superiores: 1.º Haber sido admitido por una institución o un centro de enseñanza superior reconocido para cursar un programa de estudios en los términos previstos en el artículo 52.1.a). 2.º Haber abonado los derechos de inscripción, matrícula o documento equivalente exigidos por la institución o el centro de enseñanza correspondiente. b) Realización de estudios de educación secundaria postobligatoria: 1.º Haber sido admitido por una institución o centro de enseñanza autorizado para la realización de los estudios en los términos previstos en el artículo 52.1.b). 2.º Haber abonado los derechos de inscripción, matrícula o documento equivalente exigidos, en su caso, por la institución o el centro de enseñanza correspondiente.»

«Las personas extranjeras titulares de la autorización podrán ser autorizadas para ejercer una actividad retribuida por cuenta ajena en instituciones públicas o entidades privadas cuando el empleador o la persona extranjera presenten la correspondiente solicitud de autorización de trabajo y se cumplan los requisitos previstos en el artículo 74, excepto los exigidos en la letra a), en el segundo párrafo de la letra c) y en la letra h) del apartado primero, siempre y cuando las condiciones laborales se ajusten a la normativa vigente y al convenio colectivo aplicable para la actividad a ejercer.»

The authorisation is for the course. What happens when it ends - and the routes from a study authorisation to a residence permit - is elsewhere in the Reglamento and is not read here.

Means and health insurance are conditions of the visa and of the authorisation elsewhere in the chapter; article 53 states the academic conditions only, and that is what this record quotes.
