Two countries moving in opposite directions

Argentina and Uruguay are usually treated as interchangeable in relocation writing, and on healthcare they are not. Argentina's 2025 decree limited ordinary care at nationally-run establishments to citizens and permanent residents, leaving everyone else to insurance or payment. Uruguay's public provider publishes a route in for foreigners who have not even begun a residency application. Both are defensible policies; they are not the same policy, and a plan built on one does not transfer.
