The visa-country list carries no publication date in its body, only a 2020 path in its URL, and the list has changed repeatedly since. Note also that the ministry's own procedure pages mis-describe Acuerdo Ministerial 0000070 when citing it for means-of-support proof: the article is there, but the agreement's title is about digital services.
