There is no investor route into Jamaica, and no citizenship by investment. The Agency takes permanent residence applications under five categories and investment is not one of them. On the citizenship side the list is closed by the Constitution itself: Chapter II gives birth, descent and registration on marriage, and leaves it to Parliament to provide for anyone else. The only Act Parliament passed for that purpose is the Jamaican Nationality Act, whose routes are registration of a Commonwealth or Irish citizen after five years' ordinary residence, registration of minors, registration on marriage, and naturalisation of an alien on the residence qualifications in its Second Schedule. None of them turns on money. An investor who wants to work in the business applies for a work permit like anyone else; the Ministry asks that investors apply through the national investment promotion agency.

Practical notes

The negative rests on a closed list: Chapter II of the Constitution names three modes and delegates the rest to Parliament, and the Jamaican Nationality Act is the Act that answers that delegation. The reading of that Act carries a text layer on all fifteen of its pages, so the absence of an investment route in it is an absence we can stand behind.

    Jamaica's statute library, publishing the Revised Laws of Jamaica, the revised subsidiary legislation, Acts of Parliament by year and the Jamaica Gazette. Every document is a scan of the printed page with a text layer the publisher produced by recognition. It carries the Constitution, the Immigration Restriction (Commonwealth Citizens) Act, the Aliens Act, the Jamaican Nationality Act, the Foreign Nationals and Commonwealth Citizens (Employment) Act, both Caribbean Community Acts, the Income Tax Act, the Customs Act and the Road Traffic Act.

    Cannot be cited for: It must not be cited for what a whole Act looks like today without reading the foot of the page: the Revised Laws are loose-leaf and each page is current only to the Legal Notice that authorised its inclusion, so one Act can hold pages from 1973 and 2012 at once. It publishes almost no commencement instruments, and the Law Revision Act expressly lets the Commissioners omit commencement provisions from the text, so a Chapter will often not say when it started. Its catalogue dates - operational date, last amendment - are not cut-offs and contradict the pages: the Free Movement of Skilled Persons Act is catalogued as last amended in 2004 and its pages were authorised in 2016. It must never be relied on for an absence in the Income Tax Act or the Customs Act: 102 of 295 pages of the first and 46 of 155 of the second carry no text layer at all, and the Second Schedule to the Customs Act is not in the published file. The Free Movement of Skilled Persons Act has no text layer at any page. Its browse index and gazette index are served by an endpoint that redirects an anonymous reader to an administrator login, so neither list returns anything and addresses have to be guessed from the title. Its TLS chain omits the intermediate certificate, so an ordinary client refuses the connection until the missing certificate is supplied.

It publishes the only complete country-by-country visa table Jamaica issues, its immigration and citizenship fee tables, and the requirement lists applicants actually work from.

Its published maximum of six months for a non-Commonwealth visitor has no counterpart in the Aliens Act, where the twelve-month Commonwealth figure is in the statute twice. Permanent residence and unconditional landing are its own constructs: neither immigration Act names either status, and the agency does not say what it grants them under. Its pages contradict each other - citizenship by descent is twenty-five working days in the procedure text and ninety in the fee table on the same page - and its categories page omits registration of Commonwealth nationals and naturalisation, both of which appear on its own fee table. Many of its internal links are broken, pointing at https:/.jm/ paths. Its /immigration page serves the fee table rather than an immigration overview.
