An EEA Licence Needs Only Registering; Everyone Else Drives a Control Drive
Answer
The general rule applies to you
No exception is recorded for citizens of Croatia on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.
195 exceptions recorded across 74 countries · none match Croatia to Liechtenstein · Driving and licence exchange
Liechtenstein’s traffic ordinance is built on the Swiss one and reaches a different answer on the question that matters most to a newcomer. The general rule is the familiar one: a driver from abroad needs a Liechtenstein licence once they have lived in Liechtenstein for twelve months without being continuously abroad for more than three months of that time. But the next paragraph takes holders of a licence issued by an EEA member state out of that rule entirely - they keep driving on it, and all they must do is hand a copy to the Ausländer- und Passamt or the Amt für Strassenverkehr for registration when they register their arrival. Anyone who does want a Liechtenstein licence, or who must have one, exchanges it by passing a control drive proving they know the traffic rules and can drive safely; the control drive cannot be repeated, and failing it means the foreign licence is withdrawn as well. Holders of an EEA or Swiss licence exchange without any test at all.
At a glance
- When a Liechtenstein licence becomes necessary
- After twelve months of residence, if not continuously abroad for more than three months in that time
VZV article 39(3a)(a).
- Holders of an EEA licence
- Exempt from that requirement; they must hand in a copy of the licence for registration
VZV article 39(3b). This is where Liechtenstein and Switzerland part company: the Swiss ordinance has no such exemption, and a Swiss record in this corpus states that an EU or EFTA licence is returned to the issuing authority on exchange.
- Exchange test for a non-EEA licence
- A control drive showing knowledge of the traffic rules and safe handling of the vehicle
VZV article 41(1).
- If the control drive is failed
- It cannot be repeated, and the foreign licence is withdrawn
VZV article 41(1a) and (1c). Failing to attend without excuse counts as a failure under article 41(1b).
- Exchange for an EEA or Swiss licence
- Without any theoretical or practical test
VZV article 41(1d).
- Professional driving
- A Liechtenstein licence is required at once, on a non-EEA and non-Swiss licence, for category C or D or subcategories C1 or D1 driven professionally
VZV article 39(3a)(b), which excepts circus and showground personnel.
- Categories recognised on a foreign licence
- Those documented on it expressly, intelligibly and in Latin script
VZV article 39(2). The same wording appears in the Swiss ordinance.
- Minimum age
- The Liechtenstein minimum for resident licence holders; 18 for unaccompanied driving of a category B car
VZV article 40(1). A foreign licence does not import a lower foreign minimum age.
Requirements
- A valid national foreign licence, with the categories documented on it expressly, intelligibly and in Latin script
- For a licence issued in the EEA: a copy handed in for registration at the Ausländer- und Passamt or the Amt für Strassenverkehr on registering residence
- For a licence issued outside the EEA and Switzerland, after twelve months of residence: a Liechtenstein licence, obtained by passing a control drive
- For professional driving of category C or D vehicles on a non-EEA licence: a Liechtenstein licence regardless of how long residence has lasted
In detail
The same ordinance, a different answer
Liechtenstein’s Verkehrszulassungsverordnung and Switzerland’s share a structure, a vocabulary and in places a sentence: the twelve-month rule with the three-month absence qualifier is in both, and so is the control drive that cannot be repeated. The divergence is the EEA exemption in article 39(3b), which Liechtenstein has and Switzerland does not. The reason is visible from the two countries’ records: Liechtenstein is in the EEA and takes the driving licence directive with it, and Switzerland is not and does not.
Country-level policy
Everything quoted in Liechtenstein’s records comes from Lilex, the consolidated law database of the government’s legal service at gesetze.li. Lilex says what it is: the consolidated provisions serve information only and have no legal effect. The authoritative text is elsewhere, and the Publication Act says exactly where - only the version of a provision published in the Landesgesetzblatt and electronically signed is massgebend, and for treaties and decisions of international organisations it is the texts designated authentic in them. That is a third answer to a question this corpus has now asked of three neighbours: Switzerland’s consolidations are themselves authoritative, Iceland’s gazette prevails over its code, and Liechtenstein separates the two the way Iceland does while publishing both at the same address.
What applies to you
Nothing changes for a citizen of Croatia
We have no rule recorded that treats your citizenship differently here, so the general rule above is the one that applies to you. That is an answer, not a gap.
What the law says
A Liechtenstein driving licence is required by: a) drivers from abroad who have lived in Liechtenstein for twelve months and in that time have not been continuously abroad for more than three months; b) persons with a valid driving licence not issued by an EEA member state or Switzerland who professionally drive motor vehicles registered in Liechtenstein of categories C or D or subcategories C1 or D1, or who require an authorisation under article 25; circus and showground personnel are excepted. 3b) Excepted from paragraph 3a are drivers from abroad who hold a driving licence issued in an EEA member state. However, those drivers must hand in a copy of their foreign driving licence for registration when they register at the Ausländer- und Passamt or the Amt für Strassenverkehr.
Two paragraphs that have to be read together: the first imposes the twelve-month rule, the second removes EEA licence holders from it.

The holder of a valid national foreign licence is issued the Liechtenstein driving licence of the corresponding category where he shows on a control drive that he knows the traffic rules and can safely drive vehicles of the categories for which the licence is to apply. Drivers of motor cars must take the control drive in a vehicle of the category entitling them to drive all categories entered on the licence. Where the licence holder additionally holds the entitlement to drive motorcycles, no further control drive is carried out for that. For medical examinations, articles 7(1), 9, 11a(1) and (2) and 27 apply mutatis mutandis. 1a) The control drive cannot be repeated. 1b) Where the person concerned fails to attend the control drive without excuse, it counts as not passed. The Office of Road Traffic must draw attention to this consequence when ordering the control drive. 1c) Where the person concerned does not pass the control drive, the foreign driving licence is withdrawn. 1d) Excepted from paragraphs 1 to 1c are persons holding a driving licence issued by an EEA member state or Switzerland. They are entitled to exchange their national driving licence for a corresponding Liechtenstein driving licence without any further theoretical or practical examination.

Practical notes
The comparison with Switzerland is taken from the Switzerland record in this corpus, which quotes articles 42 and 44 of the Swiss VZV.
This record rests on the Liechtenstein Verkehrszulassungsverordnung. We did not read the Strassenverkehrsgesetz itself, nor any list of states whose licences are treated as equivalent.
