The Consolidated Database Is Informative; Only the Gazette Is Authoritative
Everything quoted in Liechtenstein’s records comes from Lilex, the consolidated law database of the government’s legal service at gesetze.li. Lilex says what it is: the consolidated provisions serve information only and have no legal effect. The authoritative text is elsewhere, and the Publication Act says exactly where - only the version of a provision published in the Landesgesetzblatt and electronically signed is massgebend, and for treaties and decisions of international organisations it is the texts designated authentic in them. That is a third answer to a question this corpus has now asked of three neighbours: Switzerland’s consolidations are themselves authoritative, Iceland’s gazette prevails over its code, and Liechtenstein separates the two the way Iceland does while publishing both at the same address.
Topics it changes
- Visiting as a tourist
- Residency through work
- Residency on passive income
- Residency under a regional treaty
- When you become a tax resident
- Access to healthcare
- Becoming a citizen
- Driving and licence exchange
- Opening a bank account
- Bringing your belongings
What it requires
- Quote the consolidated text for what the law says today, and the Landesgesetzblatt issue for what a particular instrument enacted
- Treat a Lilex consolidation as informative: it carries a Fassung date and no legal effect of its own
- For a treaty, the authentic language versions designated in the treaty govern, not the German consolidation
- For Swiss law applied in Liechtenstein, read the Swiss text on fedlex and cite the Liechtenstein notice that makes it applicable
At a glance
- What is authoritative
- Only the electronically signed version of a provision published in the Landesgesetzblatt
Kundmachungsgesetz article 7(1). Where the gazette prints only a title and a source, the text referred to is the authoritative one.
- Treaties and decisions of international organisations
- The texts designated authentic in them govern
Kundmachungsgesetz article 7(2).
- Status of the consolidated database
- Information only, with no legal effect, and no guarantee of accuracy or completeness
The Rechtshinweis on the Lilex consolidated-law page.
- Where the gazette is published
- On the internet at www.gesetze.li, in electronic form
Kundmachungsgesetz articles 4 and 8. Article 9 requires a reliable production process and an electronic signature.
- Stable link to the current text
- www.gesetze.li/konso/[LGBl-Nr]
The Lilex page gives this form itself, with www.gesetze.li/konso/1921.015 as its example. The text itself is served at /konso/html/<LGBlId>, which is what this corpus stores and quotes.
What the law says
«Massgebend ist ausschliesslich die im Landesgesetzblatt kundgemachte und nach Art. 9 signierte elektronische Fassung einer Rechtsvorschrift. Erscheint sie dort nur mit Titel sowie Fundstelle oder Bezugsquelle, so ist der Text, auf den verwiesen wird, massgebend. 7 2) Bei Staatsverträgen sowie Beschlüssen internationaler Organisationen sind die darin als authentisch bezeichneten Texte massgebend.»Our translation - not official
Authoritative is exclusively the electronic version of a provision published in the Landesgesetzblatt and signed in accordance with article 9. Where it appears there only with a title and a reference or source, the text referred to is authoritative. 2) In the case of treaties and decisions of international organisations, the texts designated in them as authentic are authoritative.
About this source
The Rechtsdienst der Regierung's consolidated law database for Liechtenstein, covering national law and treaty law (Staatsvertragsrecht) under LR numbers, and reached at gesetze.li. It is tagesaktuell by its own account - 'Hier finden Sie tagesaktuell das geltende Landes- und Staatsvertragsrecht in konsolidierter (bereinigter) Form' - and it carries the EEA Agreement and its annexes as Liechtenstein treaty law, which is how the sectoral adaptations limiting free movement can be read here at all. The quotable text is at /konso/html/<LGBlId>, where LGBlId is the year plus the three-digit LGBl number plus 000: /konso/<LGBlId> alone is a shell with an iframe. Search works only with the whole parameter set, /konso/suche?search_text=&search_loc=text&lrnr=<LR>&lgblid_von=&observe_date=DD.MM.YYYY; omitting any one of them returns the help page with no results.
Standing: Maintains the text in force
Cannot be cited for: It is informative only and must never be cited as the authentic text. Its own Rechtshinweis says 'Konsolidierte Rechtsvorschriften dienen ausschliesslich der Information und entfalten keine Rechtswirkung', and article 7(1) of the Kundmachungsgesetz says only the signed electronic version published in the Landesgesetzblatt is massgebend. For a treaty it is the texts designated authentic in the treaty that govern, under article 7(2). It also cannot be cited for Swiss law applied in Liechtenstein: it lists which Swiss instruments apply but publishes none of their text, which lives on fedlex.admin.ch. Law-making provisions (legal provisions) are published in the Landesgesetzblatt, other provisions and orders and official communications in the Amtsblatt.
Between these two sentences the Act lists in article 3 what must be gazetted, including decisions of the EEA Joint Committee under article 102(1) of the EEA Agreement.

Practical notes
This does not make the quotations in Liechtenstein’s records less reliable - it says which document would settle a dispute about them. Where an answer turned on a word, the Landesgesetzblatt issue is the text to open.
The Act of 20 June 1996 on the publication of Swiss provisions applicable in Liechtenstein is the parallel machinery for Swiss law: the notices made under it say which Swiss instruments apply, and the 15 September 2026 notice adds that the version of those Swiss provisions which governs in Liechtenstein is the one the notice specifies.
