Living On Your Own Money Is Possible for an EEA National, by Lottery; for Anyone Else, Only by Being of Special Interest

There is a route to residence without work, and for an EEA national it is a real one: means enough not to need social assistance, sickness insurance covering every risk, and that is the whole of the substantive test. What there is not is a way to be sure of getting it. The non-active share of the quota is 0.5 per cent of the 1998 base under the EEA Agreement, the Ausländer- und Passamt puts the number actually drawn at eight a year, and the draw is the route: applicants without work form their own group, and a person who wins in that group may not take any work in Liechtenstein at all, though work abroad is allowed. For a third-country national there is no income route of this shape. The Aliens Act allows a permit without work only to persons of special interest to the country, which the ordinance defines as foreign nationals of significant cultural, scientific or economic standing, and it requires the means to be guaranteed by a bank established in Liechtenstein.

At a glance

Substantive test for an EEA or Swiss national
Means enough to avoid social assistance, plus sickness insurance covering every risk in Liechtenstein

PFZG article 22(1)(b) and (c). No amount is stated in the Act or the ordinance.

Amount required
No figure in PFZG article 22 or PFZV; the means may be re-examined after two years

PFZG article 22(2). The law sets a standard, not a threshold.

Quota for people not in work
0.5% of the 1998 base under the EEA Agreement; 8 permits a year actually drawnas of 2026-10-11

The percentage is section IV of the sectoral adaptations to Annex VIII of the EEA Agreement. The figure of 8 is stated by the Ausländer- und Passamt on its page about the draw for non-active EEA nationals.

Work after winning the non-active draw
No gainful activity in Liechtenstein at all; work abroad is allowedas of 2026-10-11

Stated by the Ausländer- und Passamt on the draw page for the non-active group. It is the exact mirror of the rule for the employed group, where work in Liechtenstein is required and work abroad is not allowed.

Third-country route
Only persons of special interest - significant cultural, scientific or economic standing

AuG article 20(1)(a) with ZAV article 14. There is no general means-tested route for a third-country national in the Aliens Act.

How a third-country applicant proves means
A guarantee from a bank established in Liechtenstein

AuG article 20(1)(d), which states the requirement in those words in a parenthesis.

Requirements

  • EEA or Swiss nationals: financial means enough that no social assistance has to be drawn, and comprehensive sickness insurance covering all risks in Liechtenstein
  • EEA nationals in practice: a place in the draw for the group of persons not in gainful activity, and no gainful activity in Liechtenstein afterwards
  • Third-country nationals: significant cultural, scientific or economic standing, a suitable dwelling, the statutory sickness insurance cover, no convictions for a crime or offence, and a guarantee from a bank established in Liechtenstein that the means exist

In detail

A route with a test anyone could pass and a door almost nobody gets through

Article 22 of the free-movement act asks for two things and neither is a number: money enough not to fall on social assistance, and insurance for every risk. In another EEA state that would be the end of the matter. Here it is the entry condition for a lottery with eight places a year, and winning it comes with a condition the law does not impose: the agency says a winner in the non-active group may not work in Liechtenstein at all. The quota and the test pull in opposite directions, and the quota wins.

What a third-country national is offered instead

Nothing of this shape. The Aliens Act has no passive-income or means-tested category at all: the only way to hold a permit without working is article 20, and that requires being of special interest to the country, which the ordinance defines as significant cultural, scientific or economic standing. Money alone is not the test - though a Liechtenstein bank has to guarantee that the money is there.

Country-level policy

The Consolidated Database Is Informative; Only the Gazette Is Authoritative

Everything quoted in Liechtenstein’s records comes from Lilex, the consolidated law database of the government’s legal service at gesetze.li. Lilex says what it is: the consolidated provisions serve information only and have no legal effect. The authoritative text is elsewhere, and the Publication Act says exactly where - only the version of a provision published in the Landesgesetzblatt and electronically signed is massgebend, and for treaties and decisions of international organisations it is the texts designated authentic in them. That is a third answer to a question this corpus has now asked of three neighbours: Switzerland’s consolidations are themselves authoritative, Iceland’s gazette prevails over its code, and Liechtenstein separates the two the way Iceland does while publishing both at the same address.

Exceptions by origin

EEA Nationals: Living On Your Own Money Is Open, and It Is Decided by a Draw

Why this applies to you

For a national of the Union or the wider Economic Area the conditions are the familiar two: enough money not to need social assistance, and comprehensive sickness insurance covering every risk in Liechtenstein. Article 22 of the Personenfreizügigkeitsgesetz says that and says nothing about why you want to come. What stands between those conditions and a permit is not a further test but a quota, and within it a lottery: the non-active have their own group in the draw, alongside pensioners, and the additional quota for them is half a per cent of the same 1998 base the working quota is measured against. The means may be checked again after two years. For anyone outside the Area there is no income route at all - only the Aliens Act's special-interest permit, which asks for cultural, scientific or economic standing.

What the law says

Text layer - verbatim verifiedPersonenfreizügigkeitsgesetz (PFZG) · Art. 22 · consolidated to 2026-01-01

Our translation - not official

A residence permit without gainful activity may be granted only where: a) repealed b) the necessary financial means for subsistence are available so that no social assistance has to be drawn; and c) comprehensive sickness insurance cover is proved which covers all risks in Liechtenstein. 2) Proof of sufficient financial means may be re-examined after two years.

Letter a was repealed, and the printed text says so: "aufgehoben". What is left is means and insurance.

To guarantee equal opportunity among applicants, applicants are divided into groups for the draw. Draws are held for the following groups of applicants: a) persons in gainful activity (employed and self-employed); b) persons not in gainful activity (settling without work, pensioners).

The non-active group in the draw is defined to include pensioners, so this is the same route a retiree takes.

Practical notes

No amount is published for the means test on either track. We read PFZG article 22, PFZV in full for the draw provisions, AuG article 20 and ZAV article 14, and none of them states a figure.

The rule that a winner of the non-active draw may not work in Liechtenstein comes from the Ausländer- und Passamt’s page rather than from the Act or the ordinance, and it is recorded as the agency’s statement.
