Schengen by Accession to Switzerland’s Association, With a Three-Month Rule of Its Own

Answer

The general rule applies to you

No exception is recorded for citizens of Bulgaria on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.

195 exceptions recorded across 74 countries · none match Bulgaria to Liechtenstein · Visiting as a tourist

Liechtenstein is in neither the European Union nor Schengen as a member: it is in Schengen because it acceded, by a protocol of 28 February 2008, to the association agreement Switzerland had already made with the Union. The acquis was put into effect for Liechtenstein on 19 December 2011. A visitor therefore meets the Union’s visa list and the Schengen Borders Code at the border, and the ordinance made under the Aliens Act says so directly: entry conditions for a short stay are those of article 6 of the Borders Code, and the ordinance itself applies only so far as the Schengen acquis has no diverging provision. Alongside the Code’s ninety days in any 180, the Aliens Act keeps a national measure: within six months of first entry a permit-free stay may not exceed three months, and where a visa states a shorter period that period prevails. There is no visa-free residence either: any gainful activity needs a permit from the first day, whatever the nationality and however short the work.

At a glance

How Liechtenstein is in Schengen
By acceding to the EU-EC-Switzerland association agreement, not by a treaty of its own

Protocol of 28 February 2008, article 1, published as LGBl. 2011 Nr. 131.

In force for Liechtenstein
Protocol in force 7 April 2011; Schengen acquis put into effect 19 December 2011

The in-force date is printed on the Landesgesetzblatt text of the Protocol. The date the acquis took effect is the date PFZG article 1(2)(c) was brought into force by LGBl. 2011 Nr. 563, which the Act’s own footnote records.

Short-stay entry conditions
Article 6 of the Schengen Borders Code

VEV article 3(1). The ordinance adds that means of subsistence count as sufficient in particular where no social assistance will be drawn.

Maximum permit-free stay
Three months within six months of first entry, or less if the visa says so

AuG article 9(2). This is a Liechtenstein measure stated beside the Schengen 90 days in any 180 that VEV article 2(1)(a) defines.

Work during a visa-free stay
Not permitted without a permit, whatever the length of the work

AuG article 10(1) for third-country nationals and PFZG article 8(1)(a) for EEA and Swiss nationals. Both make a permit necessary for any gainful activity irrespective of how long the stay lasts.

Where a long-stay visa is applied for
At the Swiss representation abroad competent for the applicant’s place of residence

VEV article 19(1). Liechtenstein has almost no representations of its own and the visa procedure runs through the framework treaty with Switzerland, LGBl. 2009 Nr. 217.

Registration after arrival
Eight days, in person, at the Einwohnerkontrolle of the place of residence

AuG article 11(1) for permit-holding third-country nationals; PFZG article 7(1) says the same eight days for EEA and Swiss nationals. Cross-border workers are excluded by AuG article 11(5).

Requirements

  • A valid passport, and a visa or an ETIAS travel authorisation where one is required
  • Enough money for the stay - treated as sufficient in particular where it is assured that no social assistance will be drawn during the stay in the Schengen area
  • No danger to public security and order or to the country’s international relations, no exclusion measure in force and no international arrest alert
  • An assurance of departure where the stay is only temporary
  • For anyone intending to take up residence and not subject to a visa requirement: a written assurance of a short-stay or residence permit before travelling

In detail

Two counting rules beside each other

The Schengen rule is 90 days in any 180 across the whole area, and the ordinance states it in those words. The Liechtenstein rule in article 9(2) of the Aliens Act is three months within six months of first entry, and a visa that grants less wins. The two are not the same arithmetic: a rolling 180-day window and a fixed six months from a first entry can give different answers to the same itinerary. Switzerland has a measure of the same shape in article 10(1) of its Foreign Nationals Act, which is not a coincidence - the two countries run one border and one visa procedure.

There is no border with Switzerland to cross

The recitals of the accession protocol describe the close relationship between Liechtenstein and Switzerland as already expressed in an area without controls at the internal border between them, and they give Liechtenstein’s geographical situation as a reason for associating it on the same footing as Iceland, Norway and Switzerland. Practically, that is why the Schengen question for Liechtenstein was always going to be answered the same way Switzerland answered it.

Country-level policy

The Consolidated Database Is Informative; Only the Gazette Is Authoritative

Everything quoted in Liechtenstein’s records comes from Lilex, the consolidated law database of the government’s legal service at gesetze.li. Lilex says what it is: the consolidated provisions serve information only and have no legal effect. The authoritative text is elsewhere, and the Publication Act says exactly where - only the version of a provision published in the Landesgesetzblatt and electronically signed is massgebend, and for treaties and decisions of international organisations it is the texts designated authentic in them. That is a third answer to a question this corpus has now asked of three neighbours: Switzerland’s consolidations are themselves authoritative, Iceland’s gazette prevails over its code, and Liechtenstein separates the two the way Iceland does while publishing both at the same address.

What applies to you

Nothing changes for a citizen of Bulgaria

We have no rule recorded that treats your citizenship differently here, so the general rule above is the one that applies to you. That is an answer, not a gap.

What the law says

Text layer - verbatim verifiedProtocol of 28 February 2008 on the accession of Liechtenstein to the EU-EC-Switzerland Schengen association agreement · Art. 1 · consolidated to 2019-12-24

In accordance with Article 16 of the Agreement between the European Union, the European Community and the Swiss Confederation on the Swiss Confederation’s association with the implementation, application and development of the Schengen acquis (hereinafter "the Association Agreement"), the Principality of Liechtenstein (hereinafter "Liechtenstein") accedes to the Association Agreement on the conditions laid down in this Protocol. This accession creates mutual rights and obligations of the Contracting Parties in accordance with the provisions and procedures laid down in this Protocol.

Liechtenstein is in Schengen by acceding to Switzerland’s association agreement rather than by an agreement of its own. The Protocol entered into force for Liechtenstein on 7 April 2011 and the acquis was put into effect on 19 December 2011.

Practical notes

Which nationalities need a visa is decided by the Union’s list in Regulation (EU) 2018/1806, not by a Liechtenstein instrument. We do not reproduce that list from memory; the regulation is read in this corpus under the European Union record.

This record rests on the accession protocol as published in the Landesgesetzblatt, on the Aliens Act and on the entry and visa ordinance. We did not read the framework treaty with Switzerland of 2009 (LGBl. 2009 Nr. 217) or the 2011 visa-procedure agreement, both of which the ordinance names as the instruments it implements.

    About this source

The Rechtsdienst der Regierung's consolidated law database for Liechtenstein, covering national law and treaty law (Staatsvertragsrecht) under LR numbers, and reached at gesetze.li. It is tagesaktuell by its own account - 'Hier finden Sie tagesaktuell das geltende Landes- und Staatsvertragsrecht in konsolidierter (bereinigter) Form' - and it carries the EEA Agreement and its annexes as Liechtenstein treaty law, which is how the sectoral adaptations limiting free movement can be read here at all. The quotable text is at /konso/html/<LGBlId>, where LGBlId is the year plus the three-digit LGBl number plus 000: /konso/<LGBlId> alone is a shell with an iframe. Search works only with the whole parameter set, /konso/suche?search_text=&search_loc=text&lrnr=<LR>&lgblid_von=&observe_date=DD.MM.YYYY; omitting any one of them returns the help page with no results.

Standing: Maintains the text in force

Cannot be cited for: It is informative only and must never be cited as the authentic text. Its own Rechtshinweis says 'Konsolidierte Rechtsvorschriften dienen ausschliesslich der Information und entfalten keine Rechtswirkung', and article 7(1) of the Kundmachungsgesetz says only the signed electronic version published in the Landesgesetzblatt is massgebend. For a treaty it is the texts designated authentic in the treaty that govern, under article 7(2). It also cannot be cited for Swiss law applied in Liechtenstein: it lists which Swiss instruments apply but publishes none of their text, which lives on fedlex.admin.ch. Fetch it with Firecrawl rather than the direct route: the direct extractor does not decode named HTML entities and stores 'ü' as the five characters of its entity.
