Investor Residency and the One Shortcut in the Law
Answer
The general rule applies to you
No exception is recorded for citizens of Venezuela on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.
81 exceptions recorded across 33 countries · none match Venezuela to Paraguay · Residency through investment
Investors are the only people the migration law exempts from serving two years of temporary residency first. Article 46 lets a foreigner who can demonstrate an investment in Paraguay under the SUACE one-stop business regime go straight to permanent residency, and the migration directorate runs a dedicated procedure for it. What the directorate does not publish is an amount: the document that opens the route is a certificate of investor status issued by the Viceministerio de Industria y Comercio, and the conditions for getting that certificate are set by that ministry rather than by the migration directorate. The law also lets an investor prove the investment with a bank deposit or an investment project approved by the competent bodies, but again without naming a sum.
At a glance
- Exemption from the temporary stage
- Yes, for investors under the SUACE regime
The only such exemption in Ley 6984 apart from the foreign family of a repatriated Paraguayan
- Minimum investment
- Not published by the migration directorate
The route turns on an investor certificate issued by the Viceministerio de Industria y Comercio; we did not read that ministry's criteria
- Alternative proof named in the law
- Company incorporation documents, documents evidencing the investment, a bank deposit, or an investment project approved by the competent bodies
- Fee
- 25 jornales - Gs. 2.926.925as of 2026-07-01
The SUACE route grants permanent residency directly, so it is charged at the permanent-residency line of the schedule in force from 1 July 2026: 25 jornales, converted at the minimum jornal of Gs. 117.077.
- Card validity
- Indefinite, renewed every 10 years
The directorate's SUACE page calls the validity definitive and requires the card to be renewed every ten years. It is the card that expires, not the residency.
- Absence that cancels it
- 3 years without authorisation
Article 54 of Ley N° 6984/2022, the general rule for permanent residency, which this route holds from the first day. It is continuous absence, not a presence quota.
Requirements
- A certificate or constancia of INVERSIONISTA showing that the foreigner is availing themselves of the SUACE regime, issued by the Viceministerio de Industria y Comercio
- A valid identity document from the country of origin, in original plus two certified copies
- A consular visa and its verification by the foreign ministry, where the nationality requires one
- Proof of entry into the country
- Birth and civil-status certificates, legalised or apostilled
- Criminal or police record certificates, an Interpol certificate, and the Paraguayan police certificate for foreigners
- A sworn declaration undertaking to respect the Constitution and the laws
- The permanent residency fee - 25 jornales, Gs. 2.926.925
In detail
The only shortcut, and it is narrow
Ley 6984 made temporary residency a prerequisite for permanent residency and then carved out one exception: investors under the SUACE regime. That is the whole of the exemption. There is no entrepreneur route, no golden visa, no property-purchase route to immediate permanent residency - buying property is a way of proving solvency two years in, not a way of skipping those two years.
The number you cannot find here
Neither the law nor the migration directorate publishes an investment amount. The article lists what an investor may produce - incorporation documents, documents evidencing the investment, a bank deposit, an approved investment project - and names no sum for any of them. The directorate's procedure replaces all of that with a single document issued by the trade ministry. Anyone quoting a specific figure for Paraguayan investor residency is quoting something other than these two sources, and we did not find that something on the pages we read.
What we did not check
We did not read Ley N° 4986/2013, which created SUACE, and we did not read the Viceministerio de Industria y Comercio's conditions for issuing the investor certificate. That is where an amount, if there is one, would be. The migration side is complete as described; the business side is not, and this page does not pretend otherwise.
Country-level policy
Ley N° 6984/2022 replaced the migration law Paraguay had used since 1996, and it changed the single thing the country is best known for. Permanent residency is no longer something a newcomer can be granted on arrival: temporary residency, granted for up to two years, is now a prerequisite for it, and the only exemptions are investors under the SUACE business regime and the foreign family of a repatriated Paraguayan. The old law was repealed outright rather than amended, so guidance written before October 2022 describes procedures that no longer exist - including, on the revenue authority's own pages, the definition of who counts as a tax resident.
Paraguay expresses migration fees and fines not in guaranies but in jornales - day-wage units tied to the legal minimum wage. A figure in guaranies is therefore only meaningful next to the jornal it was converted at and the date that conversion took effect. There is a second trap on top of it: the numbers written into article 100 of the migration law are not the numbers being charged. The law says permanent residency costs 15 jornales and temporary residency 10; the schedule in force since 1 July 2026 charges 25 for each.
Paraguay's visa table answers two questions per country, and the second one decides whether the country is as easy as its reputation. Visiting is visa-free for most of Europe, the Americas, Japan, Australia and New Zealand. Extending that stay, applying for residency or carrying out any paid activity is a separate permission, and for most of those same nationalities the table says a visa is required. Four European countries - the Netherlands, Belgium, Switzerland and Liechtenstein - are exempt from both. Spain needs the visa but gets it free.
Two different clocks, one of them made by the migration directorate rather than by the law. Permanent residency is lost after more than three years of unjustified absence, which is in the migration law itself. Temporary residency is cancelled after more than one year of absence without authorisation, which is not in the law at all: it comes from a 2026 directorate resolution that also sets up a procedure for asking permission to be away for longer. Cancellation is checked twice a year against the entry and exit register, and the directorate notifies the police, the Supreme Court and the revenue authority when it happens.
What applies to you
Nothing changes for a citizen of Venezuela
We have no rule recorded that treats your citizenship differently here, so the general rule above is the one that applies to you. That is an answer, not a gap.
What the law says
«la realización de inversiones en la República del Paraguay, conforme a la Ley Nº 4986/2013»Our translation - not official
the making of investments in the Republic of Paraguay, in accordance with Law No. 4986/2013
The full sentence exempts from the temporary-residency stage those foreigners who can demonstrate conclusively that they have made investments in Paraguay under Ley N° 4986/2013, which created the SUACE one-stop shop for opening and closing businesses, and says the exemption is to be regulated by the applying authority. The quotation is cut at this length because the directorate's published PDF breaks the preceding words across a line.

«Original + dos copias autenticadas de la Constancia o Certificado de INVERSIONISTA, en el que conste que el extranjero se acoge al régimen del SUACE»Our translation - not official
Original plus two certified copies of the INVESTOR certificate or statement, showing that the foreigner is availing themselves of the SUACE regime
The requirement list adds in brackets that the document is issued by the Viceministerio de Industria y Comercio. The migration directorate therefore does not decide who counts as an investor; it checks that another ministry has said so.

«Los admitidos con Residencia Permanente perderán esta calidad si se ausentaren del territorio nacional por más de 3 (tres) años sin justificar su ausencia ante la Dirección Nacional»Our translation - not official
Those admitted with Permanent Residency shall lose that status if they are absent from the national territory for more than 3 (three) years without justifying their absence before the National Directorate
The investor is admitted straight to permanent residency, so this is the absence rule that applies from the outset - not the one-year rule the directorate made in 2026 for temporary residents.

Practical notes
The investor route produces the same permanent residency and the same identity card as the ordinary route, and the same three-year absence rule applies to it.
The law's exemption speaks of demonstrating the investment fehacientemente - conclusively - and says the exemption is to be regulated by the applying authority. The directorate's SUACE procedure is that regulation as published on its site.
Holding shares in a Paraguayan company is separately one of the twelve solvency categories at the ordinary permanent-residency stage, evidenced by the incorporation deed or the share register. That is a different thing from the SUACE exemption and does not skip the temporary stage.
