Entering Paraguay as a Visitor

Answer

The general rule applies to you

No exception is recorded for citizens of Uruguay on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.

81 exceptions recorded across 33 countries · none match Uruguay to Paraguay · Visiting as a tourist

Paraguay admits visitors as an estadia transitoria for up to 90 consecutive days, extendable once and for no longer than the period already granted. The number is per admission and the law sets no annual pool, which makes Paraguay more forgiving than Peru or Colombia, where days accumulate inside a 365-day window. The catch is in the second column of the migration directorate's own visa table: for most nationalities the waiver covers the visit only, and extending the stay, applying for residency or taking up any paid activity requires a consular visa obtained before you travel. Overstaying is a fine, currently six jornales, rather than a ban.

Requirements

  • A valid passport or identity document, presented at an authorised migration control post
  • An entry visa issued by the Ministerio de Relaciones Exteriores where your nationality requires one
  • A stay of no more than 90 consecutive days, counted from the admission
  • Any extension applied for before the current period expires - the directorate grants at most one, and for no longer than the period already given
  • For most visa-waived nationalities, a separate consular visa before travelling if the plan is to extend the stay, apply for residency or carry out any paid activity
  • Departure at the end of the authorised period, or a residency application in its place

In detail

Ninety days, once extendable, and no annual pool

The law grants a visitor up to ninety consecutive days and one extension, which cannot run longer than the period already granted. That is a different shape of rule from its neighbours. Peru counts 183 days cumulatively inside a 365-day window opened by your first entry, and Colombia counts 180 in any 365, so days from separate trips eat the same allowance. Nothing in the articles of Ley 6984 dealing with transitory stay sets an annual ceiling or looks back at earlier visits. What the law does say is that the periods are final: an extension has to be applied for before the current one runs out, not after.

The column that decides whether you can stay

The migration directorate publishes one table of visa-suppression agreements with two separate answers per country. The third column answers whether you need a visa to visit. The fourth answers whether you need one to extend your stay, apply for residency, or carry out profit-making activity. For the United States, the United Kingdom, Germany, France, Italy, Portugal, Japan, Russia, Australia and most of the rest of the list, the answers are no and yes. A handful of European countries - the Netherlands, Belgium, Switzerland and Liechtenstein - answer no to both, and Spain answers yes but with the visa issued free of charge. Arriving visa-free and then filing a residency application is therefore not open to everyone, and the table is the place where that is written down.

One waiver has an expiry date

Almost every waiver in the table rests on an open-ended bilateral agreement, some of them from the 1960s. The waiver covering the United States, Canada, Australia and New Zealand is different: it was granted by Ley N° 7314 of 13 August 2024 and the table shows it as valid until 13 August 2027. Nothing we read says what happens after that date, and the honest reading is that it is a decision still to be taken rather than an automatic renewal.

Overstaying costs money, not your record

The law's schedule of infringements makes overstaying a transitory admission a fine of up to six jornales, and the directorate's current fee table charges the full six - Gs. 702.462 at the jornal in force from 1 July 2026. There is no entry ban attached to it in the law. The same table shows the fine is payable online only forty-eight working hours after it is issued.

Country-level policy

The 2022 Migration Law and the Two-Stage Residency It Created

Ley N° 6984/2022 replaced the migration law Paraguay had used since 1996, and it changed the single thing the country is best known for. Permanent residency is no longer something a newcomer can be granted on arrival: temporary residency, granted for up to two years, is now a prerequisite for it, and the only exemptions are investors under the SUACE business regime and the foreign family of a repatriated Paraguayan. The old law was repealed outright rather than amended, so guidance written before October 2022 describes procedures that no longer exist - including, on the revenue authority's own pages, the definition of who counts as a tax resident.

Every Migration Fee Is Set in Jornales, and the Law's Own Numbers Are Out of Date

Paraguay expresses migration fees and fines not in guaranies but in jornales - day-wage units tied to the legal minimum wage. A figure in guaranies is therefore only meaningful next to the jornal it was converted at and the date that conversion took effect. There is a second trap on top of it: the numbers written into article 100 of the migration law are not the numbers being charged. The law says permanent residency costs 15 jornales and temporary residency 10; the schedule in force since 1 July 2026 charges 25 for each.

The Consular Visa Most Nationalities Need Before Applying for Residency

Paraguay's visa table answers two questions per country, and the second one decides whether the country is as easy as its reputation. Visiting is visa-free for most of Europe, the Americas, Japan, Australia and New Zealand. Extending that stay, applying for residency or carrying out any paid activity is a separate permission, and for most of those same nationalities the table says a visa is required. Four European countries - the Netherlands, Belgium, Switzerland and Liechtenstein - are exempt from both. Spain needs the visa but gets it free.

What applies to you

Nothing changes for a citizen of Uruguay

We have no rule recorded that treats your citizenship differently here, so the general rule above is the one that applies to you. That is an answer, not a gap.

What the law says

«Se considera Estadía Transitoria la del extranjero que ingresa al país para permanecer por un tiempo limitado y sin ánimo de fijar residencia en el mismo.»

Our translation - not official

A transitory stay is that of a foreigner who enters the country to remain for a limited time and without the intention of establishing residence in it.

Tourism is one of five sub-categories of transitory stay; the others are passenger in transit, neighbouring-border transit, medical treatment, and special cases determined by the directorate.

Practical notes

The ninety days are corridos - consecutive calendar days - so weekends and public holidays count.

The visa table is organised by continent and lists, for each country, the instrument the waiver rests on and its date. Several entries carry the publisher's own typing errors, for example ACUERDO BILATRAL for Norway and ACUERDO BILTERAL for Switzerland; they are the publisher's and are reproduced here as printed.

We found no requirement in the migration law, the visa table or the fee schedule for a visitor to hold health insurance, an onward ticket or proof of funds. That is an absence in the pages named on this page, not a review of what an officer may ask at the border.

Nothing we read sets out how an extension of a transitory stay is applied for beyond the statement that it must be requested before expiry and the fee of five jornales. The directorate lists Prórroga de Permanencia Transitoria among its online procedures.
